Description
The Naval Air Systems Command (NAVAIR) intends to award Bell Boeing Joint Project Office (JPO) Amarillo, TX one or more sole-source delivery orders under Basic Ordering Agreement N00019-07-G-0008 for several requirements to improve the readiness and/or availability of the V-22 weapons system, specifically V-22 aircraft deployed or about to be deployed in operational missions. The contemplated contracting action(s) may include Retrofit Kits and Retrofit Kit incorporation. NAVAIR’s contemplated contracting actions(s) is/are intended to improve the reliability and/or availability of the V-22 platform and may include the following V-22 components: V-22 Swashplate Actuator, Flaperon Actuator, O2N2 Concentrator, Regulator Converter Unit, Cockpit Interface Unit # 3 Brackets, Intercom Set Controller, Central De-Ice Distributor Brackets, Zero-Time Wiring Harnesses, and Coanda Valves. The estimated period of performance for all efforts is expected to end no later than 31 December 2010. These requirements will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Bell Boeing is the sole developer, designer, manufacturer, and integrator of the V-22 platform. As such, Bell Boeing is the only responsible source with the necessary access to technical data and requisite expertise to perform the contemplated effort within the required schedule. Numbered note 22 (sole source) applies.
