Description
55 CONS/LGCZ, Offutt AFB, NE intends to award a six month sole source extension to Lockheed Martin Integrated Systems, Inc. under authority of 40 U.S.C. 121(c), FAR 8.405-6 and DFARS 208.405-70. The specific circumstance that justifies restriction for this acquisition is FAR 8.405-6(b)(2). The continued work is a logical follow-on to the original Federal Supply Schedule order and was competed and awarded in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not issued under sole source or limited source procedures. The contractor shall continue to provide Nuclear Planning and Execution Systems (NPES) Operational Support for USSTRATCOM / J865. The primary objective of this NPES support task order is the continued sustainment, requirements determination and processing, analysis, operational testing, and deployment/battle staff support for NPES and the national strategic command and control decision support system. This task order provides Advisory and Assistance (A&AS) to properly support, test, operate, and install all NPES hardware and software. Communication systems have inherent data needs, often require automatic planning support, and must interface to other networked systems, printers, and displays. Contractor support assists with properly developing, implementing, testing, planning, managing, and operating such systems. A Top Secret clearance with eligibility for Special Compartment Information (SCI), Nuclear Command and Control (NC2), and Crypto access is required for contractor personnel involved with operational plans, and with network and emergency actions procedures related to this task. The follow-on effort's source selection will not be completed by 31 Mar 10, the end date of the current period of performance. Therefore, the Government intends to extend the current task order for six months (1 Apr 10 through 30 Sep 10) to allow time for completion of the follow-on source selection. This notice is neither a request for a competitive proposal nor a solicitation for offerors. A determination by the Government to not compete this requirement is based on responses to this notice and is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government. If your company has the capability to provide NPES Operational Support services at full performance starting 1 Apr 10 through 30 Sep 10 (6 months), provide a capability package to the Contracting Officer and a copy to the Contract Specialist by the response date, 8 Feb 10.
