Description
IDIQ FOR VARIOUS PROGRAM SUPPORT SERVICES REGION 3 The U.S. General Services Administration (GSA), Public Buildings Service (PBS), has a requirement for Various Program Support Services in Region 3, Philadelphia Office. GSA anticipates awarding an Indefinite Delivery/Indefinite Quantity contract to provide support services for various programs in Region 3, Philadelphia Office. The contract will be awarded for a period of one (1) year with four (4) subsequent one-year options. The potential aggregate contract total over the term of each contract (base year and four potential option years) is $5,000,000.00 The applicable NAICS code is 541611, Administrative Management and General Management Consulting Services. The small business size standard is $7.0 million. This procurement is being solicited on an unrestricted basis, open to large and small business concerns. FAR Part 12, Commercial Items will be utilized. Program support services will include, but not be limited to, the following: Reviewing files, preparing analysis, processing documentation (such as changes to leases and contract documents) and legal approvals, managing, tracking and maintaining files, contacting relevant parties to verify information or to obtain or follow-up on the receipt of required information or data, reviewing files and databases to verify information, conducting data quality reviews, review of reports and establishment of schedules, preparation and distribution of various reports, scanning documentation, maintaining logs and input of data into various electronic systems, running reports in various electronic systems, preparation and input of tracking sheets and electronic records, and associated typing, filing, scanning, faxing and mailing. The initial task order anticipated to be ordered under this contract is for Lease Administration Services. Lease Administration will include, but not limited to, the following: Lease Administration of Approximately 750 Leases, Management of Expiring Leases and Federal Management of approximately 800 Client Billing Records. The workload also consists of File Management of approximately 3700 files. Approximately 750 files are lent or returned per month. Future task orders may be issued for additional program support services to support other programs in Region III. Source Selection Procedures as identified in FAR Part 15.3 will be utilized in the selection of the firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best value, source selection procedures incorporating tradeoffs between price and non-price factors. Award may be made without discussions. The technical evaluation factors for the evaluation process are, in descending order of importance: 1. Relevant Past Performance/Corporate Experience, 2. Staffing and Operations and 3. Transition Services. This announcement also constitutes the synopsis of the pre-invitation notice. A pre-proposal conference will be scheduled and cited in the solicitation package.
