Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for engineering and technical services in support of the U.S. Joint Forces Command's (USJFCOM) Joint Enabling Capabilities Command (JECC) program. Services are required to provide expert support to the Chief, Operations Division for operations planning and JECC training products and services in support of the JECC HQ, Joint Deployable Teams (JDTs) and other Joint Enabling Capability (JEC) organizations at USJFCOM, designated Geographic Combatant Commands (GCCs), and other commands and agencies designated. Services are required during the period from 1 April 2010 through 31 January 2011. The procurement is being processed through other than full and open competition pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with General Dynamics Advanced Information Systems, Suffolk, VA for this requirement. General Dynamics is currently providing the required services under contract N00189-09-C-Z078. A competitive procurement in support of the USJFCOM is being processed. The USJFCOM requires continued contractual coverage until the follow-on competitive contract(s) can be awarded. General Dynamics is the only firm with the required personnel with the requisite expertise in place that can provide the required services until the follow-on contract(s) can be awarded. Interested persons may identify their interest and capability to respond to this requirement by the specified date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. For subcontracting purposes, the NAICS code is 541330 and the small business size standard is $4.5 million.
