Description
Sources-Sought Synopsis: This is a Sources-Sought Synopsis. The Air Force Flight Test Center (AFFTC), 412 Test Support Squadron (TSS), Edwards AFB, CA is seeking sources with demonstrated expertise and experience to meet the following requirement for a contract to provide the following products and services. This will be a 5-year contract and it will support all combined test flight (CTF) programs at Edwards AFB and other military installations. This is a follow-on to the existing contract FA9302-05-D-0003. The Triple Data Encryption Standard units (TDU) must be a National Security Agency (NSA)certified Communication Security (COMSEC) device. The following model #'s are manufactured by L-3 Cincinnati Electronics; the government will be looking for brand name or equal products. REQUIREMENTS EFTS 600 - The encoder unit is a rack mounted device that will be integrated with the ground-to-air data link transmitting stations and operate in conjunction with the EFTS flight termination receiver. The unit will receive and format externally generated command messages from Command Controls (devices that generate the 64-bit EFTS message). The encoder will integrate and interface with the EFTS-602 to encrypt command messages. The unit must meet Range Commanders Council (RCC) 208-06 requirements. The following interfaces shall be provided using RS-232 and a separate connector for each: EFTS Command Controller, Central Encoder Interface, Remote Encoder Interfaces 1-4 and a control and status interface. The system shall have discrete external monitoring. The design of the unit shall have been evaluated by NSA for use with the EFTS-602 for SECURE applications. EFTS-601 - The EFTS monitor will be used to provide Range Safety with an analysis tool. The monitor provides an independent verification of the transmitted Continuous Phase Frequency Shift Keying (CPFSK) EFTS signal. This unit will have the ability to function as a stand-alone, independent system, capable of performing open loop, end-to-end verification of the Command Transmitter System (CTS). The monitor will be a passive radio frequency (RF) device and will integrate and interface with an EFTS-602 to decrypt and output command messages and other data. The following interfaces shall be provided using RS-232 and RS-422 and separate connectors for each. Post Detection output, Post Correction Output, Post Decryption output. The design of the unit shall have been evaluated by NSA for use with the EFTS for SECURE applications. EFTS-602 - The TDU is an encryption/decryption component that is used in the Enhanced Flight Termination System (EFTS) transmitter ground equipment. The unit is a NSA certified Type 2 product that will integrate with the EFTS-600 and EFTS-601 components. The unit is a standalone encryption/decryption module that was designed for use in future ground equipment without necessitating further NSA review. The TDU must be characterized for TEMPEST requirements. It must accept Crypto Key Fill from COMSEC fill devices such as the DTD, DTD 2000, or the SKL and provide the ability to store 50 keys. The contract shall include maintenance/repair, upgrade enhancement and technical support for all models mentioned in preceding paragraphs. Firms having an interest, demonstrated experience, capability, and appropriate background are invited to submit particulars of qualification and experience. Responses shall include sufficient information to demonstrate the experience and capability to perform all areas of the required support as part of a qualification package. Drawings, diagrams, or figures may be provided as an attachment to the response to clarify stated capabilities. The statement of capability shall include relevant background and experience, with contract numbers, names and telephone numbers of contracting office and technical office point of contacts (POCs) for each contract. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. Firms responding to this notice must reference solicitation # FA9302-10R-0008 and indicate whether or not that they are a small business concern as defined in FAR 52.219-1. The NAICS code is 334220. The Small Business size standard is 750. The information received as a result of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis.
