Description
The National Heart, Lung and Blood Institute (NHLBI) Office of Acquisitions (OA) has a requirement for the National Institute of Dental and Craniofacial Research (NIDCR) for services of a Hotel/Conference facility to accommodate 100 attendees for a retreat to be held April 29, 2010 through April 30, 2010. This requirement is under the North American Industry Classification System (NAICS) is 721110 and the Size Standard is $7.0 million. The reference solicitation number is: NHLBI-PB-(DE)-2010-075-RSF. BACKGROUND INFORMATION: NIDCR Office of Education will host its fourth annual two-day fellows’ scientific retreat. The vent will promote awareness of research being conducted at NIDCR, provide a forum for the trainees to present their work to their peers, and supply needed career building skills in research. Approximately 100 trainees, administrative staff, and guest speakers will attend the event. B. PURPOSE AND OBJECTIVES OF THE PROCUREMENT: The purpose of this procurement is to secure a retreat location in Cambridge, MD with the capability to provide sleeping rooms and meals for 100 NHLBI Fellows, a room for plenary sessions, break out rooms for discussions, and space for poster boards for abstract presentations. C. CONTRACTOR REQUIREMENTS: The Contractor will provide sleeping rooms and meals (which shall include breakfast, lunch, dinner and two breaks) for 100 NHLBI Fellows/Staff, a room for plenary sessions, 1break out rooms to accommodate 50 persons for discussions, and space for 50-60 poster boards for abstract presentations. The Contractor must be located in Cambridge, Maryland.. Official Program Dates: Thursday, April 29 - Friday, April 30, 2010 Room Block Needed: Thursday 4/29/2010 -Standard Room-50 Total Sleeping Rooms Total # of sleeping rooms requested: 50 Meeting Room Requirements: 1 plenary session for 100 theater style 1 break out room with space for 50-60poster boards/ exhibit Final requirements will be provided closer to the meeting date. Audio Visual Requirements: The meeting room setup will need a projector and screen, podium, speaker microphone, flip chart and other necessary materials. Final list will be provided closer to the time of the meeting. Conference Package - The Conference Package includes the meeting room setup, audio visual requirements and banquet requirements for 100 attendees. Proposals are due February 8, 2010 by 9:00 a.m. local time. The award will be made based on the quote that provides the best value to the Government. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror’s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. The offeror’s proposal’s must include an itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. The offeror must also register in the Government’s Contractor Registry System. Note: www.ccr.gov. The proposal must reference “Solicitation number” NHLBI-PB-(DE)-2010-075-RSF. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals must be submitted in writing to the National, Heart, Lung and Blood Institute, Office of Acquisitions, Procurement Branch, 6701 Rockledge Drive, Suite 6145, Bethesda, MD 20892-7902, Attention: Rashida Ferebee.
