- Ride On TrencherYellowstone National Park2/3/2010 1) GENERAL INFORMATION: This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. This solicitation is issued as Request for Quote #N1574102293. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6 and supplemented with additional information. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 423810; Small business size standard: 100 Employees. The proposed contract is set-aside for small business concerns. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The anticipated award date is approximately March 1, 2010. Address questions regarding this solicitation to Andy Fox at andy_fox@nps.gov or 307-344-2149. 2) STATEMENT OF WORK: Line Item One:Yellowstone National Park Electric shop needs to purchase a ride on hydrostatic, rubber tired heavy duty trencher. The trencher must have the following options.1.Four wheel drive2.Front and rear steer3.72 inch back fill blade with tilt blade assembly kit installed4.Exhaust and muffler guards5.Cold start kit6.amber safety strobe light 7.Dual battery kit8.Backhoe kit with an 18 inch bucket, shoe kit, and digging base control unit.9.DOT approved ROPS. Minimum two post roll over protection.10.Hydrostatic ground drive and interchangeable hydraulic rear attachments.11.Operator's station must have a 90 degree swivel seat and color coded controls12.Ground drive speed controlled with foot and hand lever.13.Four ways back fill blade controlled with a joystick located at driver seat.14.Instrument cluster must include hour meter, voltmeter, fuel gauge, and engine temperature and oil pressure gauge.15.Trencher must have a rigid one piece frame 16.Single piece 1800 pound front counter weigh minimum17.Easy accessible transport tie-down point18.Hydraulic system must have high capacity oil cooler and hydraulic fluid reservoir19.Ground drive speed must be infinitely variable with a minimum range of 10 MPH forward and 4 MPH reverse20.Four speed ranges both forward and reverse21.Cruise control to maintain a preset engine speed 22.Trencher must be equipped with front and rear planetary differentials23.Trencher must be equipped with a manual style drum parking brake24.Trenching attachment must be hydraulically driven capable of traversing left and right of center 25.Trencher must be able to trench up to 12 inches wide and 82 inches deep with the chain tension adjustable with a grease cylinder 26.Trencher must be equipped with personnel safety restraint bar and warning decals that include symbols27.Front mounted backhoe must be equipped with greaseless composition bushings to reduce labor hours required with daily lubrication.28.Front mounted backhoe must be capable of digging up to 94 inches deep minimum with a minimum reach of 142 inches.29.Backhoe controls must include remote engine throttle, remote backfill blade control, remote engine kill switch and remote ground drive controls.30.Engine specifications 80 horse power 2500 rpm turbocharged oil cooled diesel engine minimum requirements31.Maximum width of trencher is 78 inches32.Trencher must be equipped with alligator/shark type teeth this option is for trenching in rock.33.Unit must be equipped with an interlock system that requires the operator to stay in the seat during operation. The system must require that the unit will not start if the attachment is engaged, ground drive system is not in neutral or operator is not in the seat. The system must have indicators that inform the operator which of the functions is not in proper position for starting.34.Trencher must include a 50 hour service provided by the awarded contractor. This service must include wear inspection, filter change, fluid change, and any adjustments requirements35.One year warranty on parts and labor Line Item Two:Trailer specifications1.Full width low profile flat bed tandem axle trailer set up for hauling the trencher with backhoe attachment and blade2.Trailer weight capacity of 14,000 pounds minimum3.Trailer must be equipped with tandem axle's torsion type suspension4.Trailer must be equipped with tie down points for the trencher5.Trailer must Have DOT approved lighting.6.Trailer bed length 210 inches minimum7.Trailer bed height of 23 inches maximum8.Width between bolt on fenders 80 inches9.Width out side of fenders 100 inches10.Loading ramp angle 16 degrees maximum11.12 volt system with battery backup12.Tandem axle electric brakes13.Steel belted radial tires load range "H"14.Adjustable pintle style coupler for hitch15.Electrical connector 7 pin flat RV style16.One year warranty on parts and labor Line Item Three:Yellowstone National Park wants to trade in a1978 Ditch Witch model # R40 with matching trailer. The Ditch Witch trencher has 211 hours to the best of our knowledge.If there is any questions on the condition of the Ditch Witch, Yellowstone National Park Electric Shop is Open Monday thru Friday 7:00 AM to 5:30 PM you are encourage to look at in person. Pictures are available upon request to the Contract Specialist. Price must include set up, training and delivery to Mammoth Wyoming. Period of Performance: The trencher and trailer shall be delivered FOB to Mammoth Hot Springs, WY no later than March 5, 2010. Ordering and supplying: The contractor shall coordinate the exact date and time for delivery with the NPS. 3)CLAUSES AND PROVISIONS: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. Provisions and clauses noted below may be accessed at https://www.acquisition.gov/far. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. The non-price evaluation factors and their associated acceptability standards are: Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The quoter must receive at least a satisfactory past performance rating by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of quoter's past performance, and / or references obtained from any other source. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items: all Offerors shall complete and submit the provision to the Contracting Officer if they do not have an active listing in ORCA (Online Representations and Certifications).
