Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Firm Fixed Price Request for Quotation (RFQ), solicitation number L10PS01940. This solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 331111. The Small Business Size Standards is 500 employees. The Bureau of Land Management Boise District Office has a requirement for Fencing Materials The line item numbers are: Line Item #0001, Steel Fence Posts with clips, Quantity 3400 each5-6 length, painted all green, T bar type with rounded knobs spaced 2 apart. Steel posts shall be manufacturedfrom wrought, rail or new billet steel and shall weigh a minimum of 1.33 pounds per foot exclusive of the anchorplate. Anchor plate shall weigh a minimum of 0.67 pounds, shall be a minimum of 18 square inches in area andshall be welded or riveted securely to the post so that the top of the plate wings are 16 from the bottom of the post.Steel posts shall be in accordance with ASTM Specification A702-89. Posts shall be packaged in bundles of fiveeach with 40 bundles banded together on skids. Steel clip-type wire fasteners shall be designed for use withspecified post. Punched tabs for fastening wires shall not be accepted. Fasteners shall be bagged in packages of 100each. Line Item 0002, Barbed Wire 12.5 gauge, Quantity 189 Rolls Minimum Class I galvanizing, 950 pound minimum breaking strength, 2 ply twisted, 2 point barbs, 80 rod roll, must meet or exceed ASTM specification A-121-86 Line Item 0003, Barbless Wire 12.5 gauge, Quantity 108 RollsMinimum Class I galvanizing, 950 pound minimum breaking strength, 2 ply twisted, 80 rod roll, must meet orexceed ASTM specification A-121-86 The delivery address is Bureau of Land Management, Boise District Office, 1962 Commerce Avenue, Boise, Idaho 83705. The FOB Point is Destination. The following Federal Acquisition Regulation (FAR) provisions and clauses shall apply to this procurement. The provision at FAR 52.212-1; Instructions to Offerors-Commercial Items is applicable. The provision at FAR 52,212-2: Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officers knowledge, contactor provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at FAR 52.212-3; Offeror Representations and Certifications-Commercial Items, with its offer. The clause FAR 52.204-7; Central Contractor Registration is applicable. The clause FAR 52.212-4; Contract Terms and Conditions-Commercial Items, is applicable. The clause FAR 52.232-1; Payments, is applicable. The clause FAR 52.212-5; Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.203-13; 52.203-11; 52.219-06; 52.219-28; 52.222-3; 52.222-19; 52.222-26; 52.222-36; 52.225-23; 52.225-24; and 52.232-33. Contractors are required to register or update their registration at the Central Contractor Registration website at http://www.ccr.gov in order to receive an award under this solicitation. Quotes must be submitted in writing on company letterhead and must include the RFQ number L10PS01940, the company name, point of contact, address, phone number, fax number, DUNS number, unit price, extended price, any prompt payment discount terms, and information requested for evaluation. Quotes shall be received by close of business Tuesday, February 16, 2010 at 1387 S Vinnell Way, Boise, Idaho 83709 Attn: Janice Haener, by fax at (208) 373-3915, or email at janice_haener@blm.gov. All responsible offerors may submit a quotation that, if timely received, shall be considered for award.
