- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a Total Small Business set-aside and only qualified offerors should submit quotation. This solicitation number is RFQ-1451370 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute of Neurological Disorders and Strokes (NINDS) In Vivo NMR Center seeks to procure one (1) NanoCT and one (1) Animal CT. List below are the specific features of the requirement: 1. NanoCT: Quantity 1 each - An ultra-high resolution x-ray computed tomography (CT) scanner capable of producing 3D images with a resolution down to 150 nanometers per voxel, - The CT scanner must accept sample sizes up to 10 mm in diameter and have positional stability of less than the highest resolution voxel element, - The x-ray source must be capable of 80 kV accelerating voltage. Routine scan time must be less than 2 hours, - The CT system must be capable of maintaining the active FOV in focus over the scanned sample volume, - The scanner must be capable of performing these functions while maintaining the sample at atmospheric pressure and ambient temperature, - The scanner must self-sufficient in terms of operation, tomogram reconstruction and analysis and fit within a confined space of 6' x 6' with standard 8' ceilings, - The CT system must be delivered and operational within six (6) months of placing the order, and - The CT system must have an all coverage warranty of one year with option for continued maintenance and technical support. 2. Animal CT: Quantity 1 each - A X-ray computed tomography scanner (CT) suitable for producing high-resolution 3D images of mice and rats with a resolution down to 80 micrometers per voxel, - The CT scanner must have dual X-ray sources and cameras to reduce the image acquisition time and use in dual energy CT scans, - The X-ray sources must be capable of 60 kV accelerating voltage, - The CT scanner must have gating capability suitable for respiratory and cardiac gating on mice and rats, - The imaging field of view must be capable of covering 80mm radially and 200 mm axially, - High speed scanning is a must. Minimum scan times of less than 3 minutes are required at 80 micrometers, - Integrated physiological monitoring of the animal is required, - The CT scanner must be self-sufficient in terms of operation, tomogram reconstruction and analysis and fit within a confined space of 6' x 6' with standard 8' ceilings, - The CT scanner must be delivered and operational within four (4) months of placing an order, - The CT scanner must have an all coverage warranty of one year with option for continued maintenance and technical support. Quotations must be good for 60 days after close of solicitation. Shipping must be Free on Board (FOB) Destination and Delivery must be made within the time frame specified in the description of each instrument. Offeror must provide within its offer the number of days - not to exceed the specified time above - required to make delivery after receiving a purchase order from the buyer. Delivery point is NIH main campus, Bethesda, Maryland 20892. To be eligible for an award, offeror must be registered with the Central Contractor Registration (CCR) at website http:www.ccr.gov. The selected offeror must comply with the following commercial item Terms and Conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items, must be included with its offer; FAR 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
