Description
The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing an integrated unit for a ‘gas handling system’ to be connected to the gas-inlet valves attached to the column of an aberration corrected, monochromated FEI Titan 80/300 environmental scanning/ transmission electron microscope (ESTEM) to be installed at the Center for Nanoscale Science and Technology (CNST) by spring 2011. The completed system will enable us to make in situ observations of gas-solid interactions under various reactive environments. The system will consist of a gas manifold with 5-6 inlets that can be connected to various gasses (O2, N2, H2, CO, C2H2, C2H4, NH3) in lecture bottle sized containers housed in an exhaust cabinet. The rate of flow to the gas manifold will be controlled using mass flow controllers. There will be one outlet from the manifold that will be connected to the ESTEM. Naturally, neither the completed system, nor any of its components must adversely affect the operation of the ESTEM in any way. After results of this market research are obtained and analyzed and specifications are developed for a gas handling system or individual components that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. Gas handling system should consist of following components and should meet the requirements as explained below: 1.Gas manifold should be compact, capable of fitting into a space roughly 8 cm in diameter and 30 cm long with 5 inlets, safety valve and an outlet. 2.Gas storage cabinet with exhaust line to accommodate 6 lecture-size bottles with regulators. 3.Mass Flow controllers should be able to control flow rate in the order of Nml/min (sccm). 4.Gauges to measure the pressure from 10-6 mbar to 200 mbar. 5.Pneumatic and leak valves to control the gas flow. 6.All the tubes, bellows and connectors, should be made of high grade stainless steel and should be bake-able up to 130 °C. 7.None of the components should be magnetic. 8. All the connections will be vacuum (10-6 mbar) tight. 9.It should be easy to modify/add new components/capability to the final system. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company’s size classification in any response to this notice. Companies that manufacture gas manifold systems or components listed above are requested to email a detailed report describing their abilities to todd.hill@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to todd.hill@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
