Description
The Naval Air Systems Command intends to place a firm fixed price order under an existing Basic Ordering Agreement, N00019-06-G-0001 with Bell Helicopter Textron Inc. (BHTI) of Ft. Worth, Texas 76101, for the procurement of engineering changes and incorporations to the UH-1Y and AH-1Z series of aircraft on a sole source basis. The engineering changes are to the Shunt Sense Wire portion of the aircraft and for failures of the fault sense wiring at the generator ground shunt found during tests. The supplies and services to be provided include, but are not limited to; an engineering approach to a corrective action plan required to incorporate approved Engineering Change Proposals (ECPs); support equipment, engineering, data, production prototyping, manufacturing, verification and validation of change kits to production aircraft; technical publications for ECPs; and other technical publication updates, as required; and on-site training at contractor factory or Government installation. BHTI, the sole designer, developer, integrator, and manufacturer of the UH-1Y and AH-1Z aircraft and associated trainers, is the only known firm possessing the unique specialized experience and engineering expertise, tooling, data, facilities, and the requisite in-depth knowledge of the UH-1Y and AH-1Z peculiar engineering, data, and tooling required to perform the Government’s minimum requirements within the timeframes (which will be specified in individual orders). Any interested party must have the approved facility(ies) and personnel clearances necessary and also demonstrate ability to obtain any required clearances in time to meet schedule requirements with the response. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform to the Government’s needs within the required response time.
