Description
Migrant and Seasonal Agricultural Worker Act Service Contract Act Wage Determination FAR 52.212-5 Form for Contractor Information and Pricing Schedule Oconee Ranger District Locations Oconee Ranger District Specifications Conasauga Ranger District Locations Conasauga Ranger District Specifications Chattooga River Ranger District Locations Chattooga River Ranger District Blue Ridge Ranger District Locations Blue Ridge Ranger District Specifications Statement of Work COMBINED SYNOPSIS/SOLICITATION RECOVERY - Control Nonnative Invasive Species of plants (NNIS) with a combination of mechanical and herbicide treatments on approximately 397 acres in Chattahoochee and Oconee National Forests in Georgia. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number AG-4419-S-10-0390. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 115310, Support Activities for Forestry. The small business size standard is $7.5 Million. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: Remove and control NNIS plants which include trees, shrubs, vines, herbaceous plants, and grasses. The project will require various NNIS treatments entailing any or all of the following methods; chainsaw or cutting of trees, shrubs, and woody vines with application of herbicide to the cut surface; foliar spray; and possibly, mowing. Mowing would typically be used at certain times of the year for plants such as Japanese stilt grass along roadsides. Factors such as species to be controlled and locations of the populations will determine the treatment methods. Species, locations and treatment methods are specified in the attached tables. (VI) Detailed description of requirements is included in attached statement of work. A prebid meeting is scheduled for 10:00 A.M. February 11, 2010, at the Chattooga River Ranger District Office, 9975 Highway 441S, Lakemont, GA 30552. (VII) Date(s) and place(s) of delivery and acceptance: Chattahoochee-Oconee National Forests, 1755 Cleveland Hwy., Gainesville, GA. 30501. The period of performance for this project is from the effective date of the Notice to Proceed with Work through September 30, 2011. The time of year for each treatment is dependent on the chemical being applied and the species being treated. Application is required at the optimum time of year for effectiveness of each treatment. Details are included in the attached Statement of Work. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to submit references for similar work completed recently. The references should include contact information. This information will be used to determine the experience and past performance record of your organization. Also, please include information on your workforce, a copy of your safety plan, your quality control plan and required certificates and licenses. (IX) Offers will be evaluated on their (1) Organizational Experience. (2) Organizational Past Performance. (3) Ability to Satisfy the Government's Requirements and the price quoted. More detailed information is included in the attached statement of work. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote or complete the Representations and Certifications on line at http://orca.bpn.gov. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition. The following clauses under subparagraph (b) apply: 3, 4, 8i, 19, 20, 21, 22, 23,24, 25, 26, and 38. The following clauses under subparagraph (c) apply: 1 and 4 This solicitation is issued under the American Recovery and Reinvestment Act and all requirements of the Act apply including the requirement to register and report at www.federalreporting.gov. The appropriate clauses are included under subparagraph (b) above. (XIII) This project is subject to the Migrant and Seasonal Workers Protection Act. Provisions are attached. (XIV) Quotes are required to be received in the contracting office no later than 4:00 P.M. EST on March 1, 2010. All quotes must be faxed or emailed to the attention of Christy Smith.
