Description
The General Services Administration (GSA), Public Buildings Services (PBS), Region 2 intends to issue a sole source extension in accordance with FAR 6.302-1 for a performance period of four to six months beginning on March 1, 2010. The current contract, set to expire February 28, 2010, provides mechanical maintenance services for the Federal Building at 201 Varick Street, New York, NY 10014. GSA has started the process of soliciting for the follow-on contract, but has required significant changes to the performance scope of work and the building systems inventory. As a result, there is insufficient time for GSA to otherwise immediately procure these services without encountering a lapse and/or impairment of services. Therefore, this sole source extension is necessary to bridge the gap between the current contract and the new award, thereby ensuring the uninterrupted provision of services required for the achievement of a smooth transition and continuous high-level service. Description of the work to be performed: The contractor is to furnish all material, labor, equipment, supervision and services necessary to perform full mechanical maintenance services for a period of four to six months for the Federal Building at 201 Varick Street. The contractor will be responsible for performing all services in accordance with the existing performance scope of work. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 6.302-1, " Only one responsible source and no other supplies or services will satisfy agency requirements." This extension is issued to facilitate continuation of services. A lapse in service will have a highly detrimental effect on the ability of the tenant agencies to fulfill their missions and provide necessary services to the public. This extension will provide for the provision of these services at the facility by a firm that holds current security clearances and that is also familiar with the complexity of the facility and the equipment. LCOR is the incumbent contractor and is fully capable of continuing to perform for the additional six-month period. This notice of intent is not a requrest for competitive proposals, as no solicitation package will be issued. However, if a firm believes it can meet these requiremets within the prescribed time frame, it may give notification via e-mail to James Smith, Contract Officer, at JamesK.Smith@gsa.gov no later than February 12, 2010, 3:00 P.M., EST. The Government will review all responses, without prejudice; however, the Government reserves the right to render a final determination on a contractor's suitability for this requirement.
