Description
This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals, however, all information received within fifteen days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Mobile District, is conducting a market survey to identify sources for lighting control system that is 100% compatible with the C3I Inc., Advanced Lighting System for control of shipboard lighting. The Mobile District Corps of Engineers is currently designing the FY-10 STOVL Carrier Practice Landing Deck at Eglin Air Force Base, FL. The STOVL Carrier Practice Landing Deck includes the construction of a LHD/LHA 7 simulated ship deck, landing safety office tower, and two STOVL pads/aprons to include the installation of required airfield lighting and control systems. As part of the design the purchase and installation of a state-of the-art computerized lighting control system for the deck lighting to include simulated shipboard operations. The lighting control system must fully interface (100% compatibility) with existing C3I advanced lighting systems currently installed on Navy Aircraft Carriers. The Advanced lighting system is a comprehensive shipwide integrated lighting control system, incorporating all required elements including, architecture, network communications, multi-drop connections, control stations, protocol converters, lighting device drivers, spectrum controlled LED, fluorescent, incandescent, and fiber optics. The advanced lighting system includes hardware and software to allow the integrated controls. The system is capable of managing remote, sub-group, and local control of shipboard lighting. The system allows the ships crew and controllers the ability to easily and readily, configure, troubleshoot, and manage the lighting system. The advanced lighting system communication networks enable lighting technology to be located anywhere in the ship and be remotely controlled from numerous locations. This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for lighting systems, fully (100%) compatible and interoperable with the existing C3I Advanced Lighting System. If no sources exist that can fully (100%) integrate and interface with the existing C3I System, then it is the Governments intent to specify this Brand Name for use in the FY-10 STOVL Carrier Practice Landing Deck and/or other facilities. Firms interested in being considered shall provide manufacturers name, product data and written statement of compatibility. The written statement of compatibility shall include necessary backup information and support documentation. A list of projects in which C3I Advanced Lighting System has been successfully interfaced with another product shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this synopsis nor return the data provided. The results of this synopsis will be considered to be in effect for a period of one year from the date of publication of this notice.
