Description
NAICS Code: 813920 The purpose of this amendment is to provide answers in response to questions received regarding the RFQ. Question #1:What is the period of performance for the accreditation? The requirements imply activities related to having the laboratories achieve accreditation to ISO 17025. What about maintaining the accredited status? Answer:From the text in the RFQ, Performance Objective 6 states that the contractor shall provide all accreditation activities during the initial accreditation cycle. The accreditation cycle length and requirements will be defined by the accreditation body's policies and procedures. The scope of the RFQ includes the initial accreditation and any maintenance required to complete the initial cycle. Any additional maintenance or recurring fees required for renewal of accreditation should not be included. Question #2:Performance objective 7 relates to training but does not specify the type of training requested. Is what is envisioned a one day session on 17025, or does it include more in-depth quality system and technical area training such as internal auditing and measurement uncertainty? Answer:The intent of the training Performance Object is not an in-depth, multi-course training program, but a one time pre-assessment training where the Accrediting Body would be responsible for educating the laboratory staff members that may not have had much exposure to ISO 17025. The training should be made available to all laboratory staff members and should take place prior to the assessment, focusing on what the assessment requirements are. The Performance Work Statement and Evaluation Factors may be accessed at http://www.epa.gov/oamhpod1/oppts_grp/1000083/index.htm. Quotes are due on Thursday, February 11 at 2:00 p.m. EST. Quotes shall be submitted via email to Jennifer Garger, Contract Specialist at garger.jennifer@epa.gov. Quotes shall be in Microsoft Word or Adobe PDF format.
