Description
This is a request for information/sources sought notice(RFI) to assist the National Institute of Standards and Technology(NIST) for the purpose of conducting market research. A solicitation is not currently available, and unsolicited proposals in responses to this RFI will not be accepted. The NIST, Gaithersburg, Maryland is conducting market research for the following : DRAFT STATEMENT OF WORK - BACKGROUND - The Malcolm Baldrige National Quality Award was created by Public Law 100-107. The Award Program led to the creation of a new public-private partnership. Principal support for the program comes from the U.S Government and the Foundation for the Malcolm Baldrige National Quality Award. The Award is named for Malcolm Baldrige, who served as Secretary of Commerce from 1981. The Baldrige National Quality Program (BNQP) helps stimulate American organizations to strive for performance excellence; recognizes the achievements of organizations that can serve as U.S. role models for performance and innovation; establishes guidelines and criteria that can be used by business, education, health care, government, and other organizations in evaluating their own quality improvement efforts; and provides specific guidance for American organizations wishing to learn how to manage for high performance by making available detailed information on how Award Recipient organizations were able to change their cultures and achieve eminence. In addition, BNQP ensures broad distribution of the criteria and award process through numerous means, including a multitude of State and Local Quality Award programs that benefit from the free availability of the criteria, training materials, and Baldrige process documentation. These State and Local programs have increased exponentially the reach and impact of BNQP. Over the course of many years, it has become apparent that due to a variety of challenges, including limited funding, many State and Local programs struggle to remain viable. The goal is to increase the quality and sustainability of these programs and to strengthen the feeder system to the Baldrige National Quality Program, including preservation and promotion of the Baldrige brand. This contract will fund the management of an initiative to create and administer a voluntary program that would use the Baldrige Criteria and Organizational Profiles to help improve state and local programs, and therefore enhance their ability to help other organizations improve, to improve the quality of their Examiners, and ultimately, improve the applicants and examiners that come from the state level to the national level. SCOPE OF WORK - The Contractor shall develop an evaluation process by which they will utilize the Baldrige Criteria to evaluate participating State and Local Baldrige-based programs. Programs would be eligible for financial incentives to participate and may submit proposals in order to address their most significant opportunities for improvement (OFI’s) identified through the evaluation process. There will be four levels of participation depending on the maturity and current capability of the state or local program, as judged by the program itself. The specific subset of the criteria to be used at each of the four levels will be proposed by the contractor and approved by the COTR Financial incentives at each level will be proposed by the contractor. Funding amounts to address most significant OFI’s will be proposed by the applicant program, and adjusted or accepted by the contractor in conjunction with input from other state and local programs. State programs with their own tiered levels may utilize their own criteria, as long as the criteria are Baldrige-based. Evaluations of programs will be performed by a panel of reviewers from among the Alliance of Performance Excellence Network and selected in such a way as to avoid conflicts of interest. The contractor will establish a consistent review process and qualified pool of assessors, notify State and Local programs of the opportunity, manage the evaluation process, provide feedback to applicant programs, manage a systematic, fair, and equitable process for funding efforts to improve key OFI’s, and ensure that the funds is being used appropriately. The contractor will also submit quarterly reports on key activities, applicants reviewed, and funds awarded. The Contractor shall provide all support for project oversight, equipment, administration and technical execution of this contract. The Contractor is responsible for maintaining accurate records of project activities. DELIVERABLES AND DELIVERABLE DUE DATA - The Contractor shall provide the following deliverables: 1)Develop and manage a process to evaluate State and Local Quality programs using the Baldrige criteria at four different levels ranging from review of an organizational profile to a complete 50 page application. 2)Develop and manage a process to provide appropriate funding for State and Local Program applicants to address their most significant OFI’s. 3)Determine and administer appropriate financial incentives to encourage programs to participate at the various levels. 4)Develop and administer a process to provide recognition to state and local programs that participate. 5)Provide quarterly data reports on activities, applicants reviewed, distribution of funds, problems/risks identified and how resolved. Quarterly reports are due on the 15th of April, July, October, and January. Contractor invoicing will be tied to the delivery schedule. 6)Complete all evaluations through funding to address OFIs no later than December 31, 2010. 7)Review of efforts to address OFIs and provide summary to COTR no later than December 31, 2011 Standards for Acceptance of Deliverables: The COTR will provide comments on each deliverable within 10 business days from receipt of a given deliverable. The Contractor shall make any needed changes to the deliverables within 10 business days from receipt of electronic or written comments from the COTR. PERIOD OF PERFORMANCE AND PLACE OF PERFORMANCE - The period of performance for this work shall be date of award through December 31, 2011. Work shall be performed at the Contractor’s facility. Successful bidder must be able to invoice strictly on a quarterly basis. GOVERNMENT-FURNISHED PROPERTY, DATA, AND/OR INFORMATION - All deliverables generated under this contract remain the property of the Government. NIST/BNQP will provide information around the Baldrige Criteria. No equipment, property, or non-public data will be provided to the Contractor. A PERFORMANCE REQUIREMENT SCHEDULE/SUMMARY CHART is part of the SOW containing all the following information to the end of draft statement of work: 1) Desired Output, 2)Required Service, 3) Performance Standard, and 4)Monitoring Method will be included in the final performance statement of work including the items below: Evaluation process that permits 4 levels of participation ranging from review of org profile to review of full 50 page application 1)Process and criteria to evaluate programs 2) Establishment of a pool of reviewers/assessors capable of proper evaluation of and feedback to state and local programs. 3) Process to provide reports to BNQP, 1) Quality of the evaluation and feedback process 2)Quality of the pool of examiners and process to avoid conflicts of interest, 3) Receipt of complete quarterly reports, 1) The COTR will review the proposed evaluation and feedback processes, 2) COTR will review the proposed approach to establishing a pool of examiners, 3) COTR will review quarterly reports, Distribution of incentive and improvement funds to state and local quality programs, 1) Process to determine amounts to provide and process to deliver funds 2) Process to provide reports to BNQP1) Quality and equity of the process to determine and provide incentive and improvement funds, 2) Receipt of complete quarterly reports, 1) COTR will review the proposed process, 2) The COTR will review quarterly data reports on distribution of funds, Improvement in State and Local Baldrige-based programsProcess to monitor improvements made and provide reports to BNQP, 1) Efficacy of process to monitor improvements, 2) Receipt of complete quarterly reports, 1) COTR will review the proposed process for monitoring improvements made, 2) The COTR will review quarterly data reports on distribution of funds. ****************END DRAFT STATEMENT OF WORK*****************. Any organization responding to this RFI notice shall have the capabilities to provide the services of the NAICS code 541690. NIST is especially interested in receiving input from small businesses who can meet the above described capabilities. HOW TO RESPOND TO THE SOURCES SOUGHT NOTICE- Potential sources that possess capabilities to perform the aforementioned services are encouraged to respond to this notice and provide the following information: 1) Detailed narrative describing the company/organization’s current capabilities that are directly relevant to the aforementioned work; 2) Description of each similar project completed by your company/organization as a prime Contractor or as a significant Subcontractor within the past three (3) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of the project’ (c) contract type used on the project (e.g., firm-fixed price, labor-hour, time-and-materials, cost plus-fixed fee, cost-plus-award-fee and cost plus-incentives-fee, etc); (d) indication of how long the project took to complete from start to finish; and (e) name, address, point of contact and phone number of the customer organization for which the work was done. 3) Current socio-economic status of your company as it relates to North American Industrial Classification System (NAIC) code listed above. 4) Indication of whether your company currently has an active registration in the Central Contractor’s Registration at www.ccr.gov. Your submission must be received by 5:00 PM EST on Thursday, February 11, 2010 by email to : Mario.Checchia@nist.gov. The capability statements shall be not more than twenty (20) pages on 8.5” x 11” paper, with 1” margins and a 12 point, commonly used font such as, Courier New or Times Roman in length. The Government reserves the right to contact any of the submitters to attain further market research. This contact may be in the form of direct Government/Submitter meeting(s). THIS REQUEST FOR INFORMATION/SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT.
