Description
THIS IS A SOLE/SINGLE SOURCE, NON-COMPETITIVE NOTICE. This notice of intent is not a request for competitive proposals. This sole / single source, non-competitive notice is prepared in accordance with FAR Parts 13.106 1(b). This notice of intent is not a request for competitive proposals. Far Part 6 – Competition Requirements, is not applicable to contracts awarded using simplified acquisition procedures of FAR Part 13, not expected to exceed the simplified acquisition threshold. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-38 (effective February 1, 2010). The Period of Performance is twelve months. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The North American Classification System (NAICS) code applicable to this requirement is 511210 and the associated small business size standard is $25.0 Million. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung and Blood Institute (NHLBI), Office of Acquisitions (OA) for the National Institute of Arthritis and Musculoskeletal and Skin (NIAMS) intends to negotiate and award a purchase order on a sole source non competitive basis due to the proprietary nature of the software to Esprit Health, LLC, 641 West Willow Street, Suite 208, Chicago, IL 60614, Data informatics support for the NIAMS system and database used with the eSphere Clinical Research Data Management System. The contractor will provide project leadership, management guidance to the NIAMS Informatics Support staff and will work closely with the NIAMS Project Officer, and individual NIAMS researchers to understand their protocols and guide the modeling for the eSphere-based protocols. The contractor will 1) review, correct and approve all ORS activities to assure consistent application of eSphere concepts, 2) review, correct and approve protocol models / workflow, 3) create special customized reports and templates as needed, and 4) maintain and synchronize system dictionaries for Labs and Medications with CRIS tables. It is expected that the contractor will work off-site and may be on-site at least once per month. The contractor will participate either telephonically or on-site in project management meetings as needed and is responsible for providing management with monthly reports regarding current project activities, status, accomplishments and plan for the upcoming period. The contractor will provide project leadership, management guidance to the NIAMS Informatics Support staff and will work closely with the NIAMS Project Officer, and individual NIAMS researchers to understand their protocols and guide the modeling for the eSphere-based protocols. Specifically, the contractor will perform the following tasks: Task 1: Training for NIAMS Informatics Support Staff - Protocol modeling. - Provide related training guides for the system Task 2: Ongoing Support for NIAMS Informatics Support Staff Contractor will provide support to staff on an as needed basis. Task 3: Monthly Status Report Monthly reports will go to the Project Officer. The monthly report will include: - Work accomplished during the period -Planned activities for the upcoming period -Description of any issues identified during the month or anticipated in the upcoming period - Review of solutions implemented in response to issues, findings and observations Task 4: Quarterly Meeting Contractor will meet with the Project Officer and present a summary of activities in the preceding quarter and facilitate the review of NIAMS objectives, task and priorities. Task 5: Annual Report Contractor will provide a report that is a summation of the work accomplished under the objective for the period covered. A monthly report will not be required for the month when an annual report is due. As directed, the contractor's work will be performed at the contractor’s site and all on-site tasks will be performed on the NIH Campus in assigned space in CRC Bldg 10 in Bethesda, Maryland. All work shall be performed in a professional manner and meet or exceed the government standards of performance. The contractor will work under the direction of the NIAMS Clinical Director and Senior Investigator of the Clinical Sciences Section of Translational Research who will provide guidance and overall direction related to completion of the objectives of this assignment. The contractor is given broad latitude on matters related to meeting the needs of the NIAMS Clinical Director and Program in Translational Research as they arise, within general guidelines provided by the assigned Administrative Office. The contractor consults and collaborates with the supervisors to develop mutually acceptable plans for prioritizing the responsibilities of the contractor's assigned functions, and to highlight the major and/or significant areas of emphasis and the goals to be achieved. The contractor keeps the NIAMS Clinical Director and Senior Investigator of the Clinical Sciences Section apprised of problems encountered, troubleshooting solutions and/or options, and success or failure of work efforts in progress. Interested parties may identify their interest and capability to respond to the requirement or submit a response. This notice of intent is not a request for competitive proposals. Responses to this announcement, referencing synopsis number NHLBI-PB-(AR)-2010-072-MLK may be submitted to the National Heart, Lung and Blood Institutes, Office of Acquisitions, Procurement Branch, 6701 Rockledge Drive, Room 6151, Bethesda, MD 20892-7920, Attention: Margo Katzper. Responses may be electronically submitted to mkatzper@nhlbi.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. Responses are due by 3:30pm (EST), February 10, 2010. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
