- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Government will procure a minimum of 25 Space Grade Lithium-ion (LI-ion) cells in accordance with a NWSC Crane Statement of Work, from SAFT America, Cockeysville, MD, who is the sole source provider of these cells. This will be a firm-fixed price six-month contract. Inspection and acceptance will be performed at destination. Shipment shall be FOB destination to NSWC, Crane Division, Sam Stuart, Code GXSL, Bldg. 3287E, 300 Hwy 361, Crane IN 47522. This procurement is not for a commercial item, and FAR Part 12 procedures will not be utilized. The solicitation is expected to be issued on or about 3/10/2010 and expected to close on or about 04/12/2010. The Navy intends to solicit and negotiate this contract on a sole-source basis with SAFT America, based on FAR 6.302-1, only one source capable of meeting the Government's requirements, due to the proprietary nature of Saft's lithium-ion space cell design. The applicable NAICS classification is 335912, and the size standard is 1000. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
