- This solicitation is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Evaluation of award will be based on the following factors: Past PerformancePriceNote: Past Performance will be deemed significantly more important than price. In order to aid the Government in its evaluation of past performance, the offeror shall provide documentation of performance in providing stated Brand Name Only (BNO) products listed in this solicitation or similar BNO in other solicitations. References with phone numbers must be provided. This is a Sole Source Procurement - Brand Name Only basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" and FAR 6.303 and 6.304. The basis for restricting competition is the highly technical requirements and size limitations each of the solicited units must possess. In addition, the duplicative cost to the Government to utilize another source to satisfy the Government's requirements. This must meet form, fit, function, and compatibility. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-10-T-0100 http://www.crane.navy.mil/acquisition/synopcom.htm is hereby issued as an attachment hereto. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate for BRAND NAME ONLY, SINCLAIR TECHNOLOGIES. All other offeror's may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation solely for the purpose of determining whether to conduct a competitive procurement. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
