Description
PER FAR 5.2 THIS NOTICE IS PROVIDED FOR INFORMATINAL PURPOSES ONLY. The U.S. Army Corps of Engineers (USACE) Mobile District has a requirement to upgrade equipment and software associated with the Supervisory Control and Data Acquisition systems for eleven Hydropower plants within the USACE South Atlantic Division. The work will consist of determining what custom applications on the existing Supervisory Control and Data Acquisition system need to be updated to function with IFix 5.0, provide the updated versions, upgrade existing Scipar Applications with latest code improvements, and provide remote technical support to Government personnel performing installation, setup, and configuration task in the field. The Government intends to solicit and negotiate with only one source, Scipar Inc, 26 West Spring St, NY 14221, under authority of FAR 6.302. The contract to install the Supervisory Control and Data Acquisition systems at the eleven hydropower plants was originally competed and awarded to Scipar Inc. Scipar Inc. originally installed custom applications and software that are proprietary and licensed for USACE use only. Therefore, the Government intends for it to be sole sourced to Scipar Inc. since they are capable of interfacing the updated versions of the software with the existing Supervisory Control and Data Acquisition system. It is anticipated that a fixed Price contract will be awarded. The (NAICS) code is 541519 and size standard is $25.0 Mil. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. All responses received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
