- RECOVERY: PRE-SOLICITATION NOTICE FOR THE BLUE CREEK DAY USE DEVELOPMENT. This procurement is being funded via the American Recovery and Reinvestment Act of 2009 (ARRA). The Bureau of Land Management (BLM) intends to issue a single, firm fixed-price contract. The Project consists of the following: Demolition and removal of selected site elements and development of Blue Creek Bay Day Use, including boat docks and gangways, aggregate surfacing, concrete paving, post and cable fence, installation of Government supplied property, and other incidentals. Project price range is between $100,000 and $250,000. The North American Industry Classification (NAICS) Code is 237990 with a standard size of $33.5 M. The project site is located in Kootenai County, Idaho approximately 7 miles east of Coeur dAlene. Blue Creek Bay is accessible via Interstate 90 and improved county roads. This acquisition will be advertised on a restricted basis as 100% HUBZone Set-aside. This announcement serves as the advanced notice for the project. For amendments and updates, register or update the registration at the FedConnect website at http://www.fedconnect.net. Estimated issue date is February 24, 2010. Full or partial funding for requirements to be completed by resultant contract award(s) may utilize funds provided by the American Recovery and Reinvestment Act of 2009. Inclusion of unique provisions required to implement the Act, including those for significant reporting and transparency requirements by the successful offeror(s), will be required in any resultant contract. The Awardee will be subject to Section 1512(c) of the Recovery Act which requires each contractor to report on its use of Recovery Act funds under the awarded contract. These reports will be made available to the public.
