- This solicitation is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-10-T-0104 http://www.crane.navy.mil/acquisition/synopcom.htm is hereby issued as an attachment hereto. Naval Surface Warfare Center Crane has a requirement for the following: CLIN 0001 - Qty 300 each, RF Lightening Arrester; IAW following specifications: Nominal system voltage rating: 277VAC (min of 250VAC)Frequency range: DC to 60 Hz.Fully encapsulated for service in an uncontrolled environmentMAX size: 2" diameter X 1" thick (not including mounting studs)Ground and line mounting studs: 5/16 - 18 X.56" long maxGround and line mounting studs must include washers and nuts required for mounting and wiringNSN: 5920-01-242-1691 Delivery is required FOB NSWC Crane, IN 47522-5001 within 8 weeks after award of order. Final inspection and acceptance will be at destination. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. Selection shall extend to the Government a standard sales warranty provided such warranty is available at no additional cost to the Government. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Offers may be faxed to Ms. Phyllis Hoggatt, FAX (812)854-3465 or e-mailed to phyllis.hoggatt@navy.mil. All required information must be received on or before 22 FEB 2010, 2:00 P.M. EST. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:Technical excellence in meeting the government's requirement, past performance, and delivery when combined, are more important than price.
