- SF-1449 Maps Service Contract Act Wage Determination Terms and Conditions Statement of Work RECOVERY – Perform Archeological Inventory on approximately 34 miles of prescribed firelines on the Francis Marion National Forest in South Carolina (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number AG-4419-S-10-0409 (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. (IV) This solicitation is being issued as a total small business Set-Aside. The associated NAICS code is 115310, Support Activities for Forestry. The small business size standard is $7 million. (V) This combined solicitation/synopsis is for purchase of the following commercial item/services: Professional archaeological services for an inventory of cultural resources within or adjacent to fire lines constructed to control prescribed burning throughout the Francis Marion National Forest. Tasks include, but are not limited to, archaeological survey, site mapping, site evaluation, artifact analysis, collections management, cultural resource recording, prehistoric and historic synthesis, cultural resource management plans, report preparation, documents written for the lay audience, global positioning system (GPS) data gathering, geographical information systems (GIS) mapping, digital image processing, scanning, digitizing, locating and marking archaeological sites located on national forest lands. A detailed statement of work is attached. (VI) Detailed description of requirements is included in attached statement of work. No prebid meeting is scheduled. (VII) Date(s) and place(s) of delivery and acceptance: Performance time for this project is 1 calendar year from effective date of Notice to Proceed with Work. A breakdown of the required activities and timeframes for each is included in the attached statement of work. The location for the work is the Francis Marion National Forest, 2421 Witherbee Road, Cordesville, SC 29434. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to submit documentation required for evaluation of firm in accordance with the evaluation criteria listed below. Detailed information is included in Section M of the Statement of Work attached. (IX) Offers will be evaluated on Personnel Qualifications and Experience, Prior Experience of the firm, Quality Control Plan, and the Price quoted. For this solicitation, the total rating for technical capability is equal in importance to price. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote or complete the Representations and Certifications on line at HTTP://ORCA.BPN.GOV. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition. The following clauses under subparagraph (b) apply: 3, 4, 8i, 19, 21, 20, 22, 23, 24, 25, 26, and 38. The following clauses under subparagraph (c) apply: 1 and 4 This solicitation is issued under the American Recovery and Reinvestment Act and all requirements of the Act apply including the requirement to register and report online at www.federalreporting.gov. The appropriate clauses are included under subparagraph (b) above. (XIII) The following clauses are also applicable to this acquisition: None (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating does not apply. (XV) Quotes are required to be received in the contracting office no later than 4:00 PM Eastern Standard Time on March 3, 2010. Hardcopy quotes may be sent to USDA Forest Service - EROC East, 1720 Peachtree St. NW, Atlanta, GA 30309.
