Description
U.S. Army Dugway Proving Ground, Directorate of Contracting is contemplating the procurement of Bio-Safety Cabinets maintenance and support this requirement is for one (1) year 12-month base period and four (4) one-year (12) option periods which is consisting of the following: one (1) 12-month base period and four (4) one-year (12) option periods (a) CLINs 0001, 1001, 2001, 3001, and 4001 for sixty (60) each (EA): Non-personal service to provide Maintenance and Certification for Class IIA Bio-Safety Cabinet (LSTF). Engineering Controls Certification IAW 385-69. (1) Local, State, and Federal emissions standards will be met during use and certification. (2) Biosafety cabinets (BSCs) will be certified annually and after repair, movement, maintenance or filter change. (3) Class II BSCs must conform and be certified to meet National Sanitation Foundation (NSF)/American National Standards Institute (ANSI) 49 for the applicable type of cabinet. Cabinets will be tested according to NSF/ANSI 49 and the manufacturer's recommendations after installation and before use, annually thereafter, and whenever high efficiency particulate air (HEPA) filters are changed, whenever maintenance repairs are made to internal parts, whenever cabinets are moved, and whenever changes are made to the heating, ventilating, and air conditioning (HVAC) system, equipment or room geometry which could affect the cabinet's performance. Certification and testing must be performed by experienced, qualified personnel. It is strongly recommended that, whenever possible, accredited field certifiers are used to test and certify BSCs. The BSC requirements are outlined in the BMBL (Biosafety in Microbiological and Biomedical Laboratories). Please refer to Technical Exhibit (TE-1). (b) CLINs 0002, 1002, 2002, 3002, and 4002 for nineteen (19) each (EA): Non-personal service to provide Maintenance and Certification for Class IIA Bio-Safety Cabinet (SPD). (3) Class II BSCs must conform and be certified to meet National Sanitation Foundation (NSF)/American National Standards Institute (ANSI) 49 for the applicable type of cabinet. A manometer or magnehelic gauge will indicate the pressure differential. Indicator devices will display a loss of pressure below 0.25 inches water gauge. b) Gloves will be changed at appropriate intervals (dependent on the box contents) to ensure they provide the protection needed. c) Inlets that provide dilution air will be protected by appropriate filtration. (f) CLINs 0006, 1006, 2006, 3006, and 4006 for three (e) each (EA): Non-personal service to provide Maintenance and Certification Class III Bio-Safety Cabinet (SPD). a) The glove box will be maintained at a pressure of at least 0.25 inches water gauge less than its surroundings when all openings are closed, and at least 100 feet per minute (fpm) inward air velocity when the largest operating opening is open. Maintenance & Certification for Clean Bench (LSTF). IAW latest edition BMBL (Biosafety in Microbiological and Biomedical Laboratories) NSF/ANSI 49. Please refer to Technical Exhibit (TE-1). Horizontal Laminar Flow "Clean Bench". Horizontal laminar flow "clean benches" are not BSCs. These pieces of equipment discharge HEPA-filtered air from the back of the cabinet across the work surface and toward the user. These devices only provide product protection. They can be used for certain clean activities, such as the dust-free assembly of sterile equipment or electronic devices. Clean benches should never be used when handling cell culture materials or drug formulations, or when manipulating potentially infectious materials. The worker will be exposed to the materials being manipulated on the clean bench potentially resulting in hypersensitivity, toxicity or infection depending on the materials being handled. Horizontal airflow "clean benches" must never be used as a substitute for a biological safety cabinet. Users must be aware of the differences between these two devices. Vertical Laminar Flow "Clean Bench". Vertical laminar flow clean benches also are not BSCs. They may be useful, for example, in hospital pharmacies when a clean area is needed for preparation of intravenous solutions. While these units generally have a sash, the air is usually discharged into the room under the sash, resulting in the same potential problems presented by the horizontal laminar flow clean benches. These benches should never be used for the manipulation of potentially infectious or toxic materials. (h) CLINs 0008, 1008, 2008, 3008, and 4008 for four (4) each (EA): Non-personal service to provide Maintenance and Certification for Air Clean Benches (LSTF). IAW latest edition BMBL (Biosafety in Microbiological and Biomedical Laboratories) NSF/ANSI 49. Please refer to Technical Exhibit (TE-1). Horizontal Laminar Flow "Clean Bench". HEPA Filter Leak Test: This test is performed to determine the integrity of supply and exhaust HEPA filters, filter housing and filter mounting frames while the cabinet is operated at the nominal set point velocities. An aerosol in the form of generated particulates of dioctylphthalate (DOP) or an accepted alternative (e.g., poly alpha olefin (PAO), di(2-ethylhexyl) sebecate, polyethylene glycol and medical grade light mineral oil) is required for leak-testing HEPA filters and their seals. The aerosol is generated on the intake side of the filter and particles passing through the filter or around the seal are measured with a photometer on the discharge side. This test is suitable for ascertaining the integrity of all HEPA filters. (j) CLINs 0010, 1010, 2010, 3010, and 4010 for fifth teen (15) each (EA): for Facility HEPA's Certify and Replace (SPD). IAW latest edition BMBL (Biosafety in Microbiological and Biomedical Laboratories) NSF/ANSI 49. Please refer to Technical Exhibit (TE-1). HEPA Filter Leak Test: This test is performed to determine the integrity of supply and exhaust HEPA filters, filter housing and filter mounting frames while the cabinet is operated at the nominal set point velocities. CAC Hepas Certify & Repair (LSTF) HEPA Filter Leak Test: This test is performed to determine the integrity of supply and exhaust HEPA filters, filter housing and filter mounting frames while the cabinet is operated at the nominal set point velocities. IAW latest edition BMBL (Biosafety in Microbiological and Biomedical Laboratories) NSF/ANSI 49. Please refer to Technical Exhibit (TE-1). ASEC Hepas Certify & Repair (LSTF HEPA Filter Leak Test: This test is performed to determine the integrity of supply and exhaust HEPA filters, filter housing and filter mounting frames while the cabinet is operated at the nominal set point velocities. An aerosol in the form of generated particulates of dioctylphthalate (DOP) or an accepted alternative (e.g., poly alpha olefin (PAO), di(2-ethylhexyl) sebecate, polyethylene glycol and medical grade light mineral oil) is required for leak-testing HEPA filters and their seals. The aerosol is generated on the intake side of the filter and particles passing through the filter or around the seal are measured with a photometer on the discharge side. This test is suitable for ascertaining the integrity of all HEPA filters). (m) CLINS 0013, 1013, 2013, 3013, and 4013 for four (4) each (EA): Non-personal service to perform initial assessments for each emergency call-out to ascertain the level of effort and price required to conduct repairs, outside the manufacturer's recommended preventative maintenance requirements of any Bio-Safety Cabinets. The contractor shall provide an emergency repair report to the contracting officer's representative and the contract administrator after the assessment. The report shall include a description of the problem, necessary measures to repair the Bio-Safety Cabinets and an itemized firm-Fixed price proposal to include all costs necessary for the required repairs. No emergency repairs shall be completed until the contracting officer provides an notice to proceed. The unit price for the assessment shall include all costs (Labor, Travel, Parts, and all other Expenses) required for the on-site assessment. The number of Bio-Safety Cabinets covered by this CLIN may change during the term of the contract as manufacturer's commercial warranty period expires on new units. Assessments shall not occur on new units until negotiated and authorized by the contracting officer. (n) CLINs 0014, 1014, 2014, 3014, and 4014 for four (4) each (EA): Non-personal service to perform emergency repairs as identified in the contractor's assessment report (refer to CLIN 0012). Emergency repairs shall not begin until a notice to proceed has been provided by the contracting officer. (o) CLINs 0015, 1015, 2015, 3015, and 4015 for one (1) each (EA): Non-personal service to perform Maintenance and Certification for Air Flow Adjustment.
