- THIS NOTICE IS A SOURCES SOUGHT REQUEST FOR STIMULUS RECOVERY PROJECT TO UPGRADE EMERGENCY ELECTRICAL SYSTEM PHASE II AND III VA-243-10-RA-0209 The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, Network Acquisitions and Logistics program is currently seeking firms, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Hubzone or 8(A) with the ability to provide "Armored Car Service" for James J. Peters VA Medical Center. The firm will be responsible for providing the following scope of work: The work for this project is to install an upgraded emergency power system, utilizing new generators, transfer switches and distribution switchgear, which will operate completely independent of the existing emergency power system. The existing power risers and power panelboards may be reused, with additional components added or upgraded as required. The Upgraded emergency power distribution system will operate in full compliance with The National Electrical Code and VA Design Standards. The Upgraded system will utilize conventional automatic transfer switches, simplifying the normal-emergency switching functions and greatly increasing the emergency system reliability. The system would also provide for three separate and distinct emergency power distribution systems as required by the aforementioned codes; designated Emergency Life-Safety, Critical Life-Support, and Essential Equipment. The construction of the project will be divided into two phases of work. "Phase II" of this project will include replacement of the FPE panelboards and upgrading the emergency power distribution system; Provide new power risers and new panelboards in Building 100. Reroute existing branch circuit conductors in Building 100 from their existing source panel to an alternate panel, as described in the detailed panel schedules on plans. Provide ground fault detection relay and associated components at the 2400-480 volt transformer in the South Network room. Provide two outdoor 600 KW bi-fuel generator sets near the North end of the Building 100, including all associated foundations, supports, fuel piping, power feeders and control wiring as shown on plans. Provide a fiber optic control cable from the generator control module in the South emergency switchgear room to the aforementioned generators, utilizing the existing underground duct as shown on plans. Provide all associated commissioning services, including but not limited to, shop drawings, testing, manuals, instruction, as-built drawings, etc. "Phase III" of this project will include replacement of FPE panelboards, and the separation of the existing lighting system from the normal lighting system to an emergency lighting system, then reconnection of the revised normal lighting system as identified on the design drawings, receptacles and other loads that are identified as life safety or critical branches shall be transferred to the new panels of the respective division identified as: Emergency Life Safety, Critical Life Support, and Essential Equipment. Upgrading the emergency power distribution system in Building 105 (Research Building), Building 106 (Nursing Home building), Building 107 (Chapel Building), Building 110 (Pool Building), Building 101 (Service Building), and Building 16 (VISN Building). Installation of life safety and critical branches in electric closets for Building's 105, 106, 107, 110, 101, and 16 will include automatic transfer switches, power risers and panelboards (will be provided as required to meet the aforementioned codes and enhance reliability). This will support the emergency power system to generate the additional emergency loads, including the projected future loads for Building's 105, 106, 107, 110, 101, and 16. All management, supervision, labor, materials, supplies and equipment, and shall plan, schedule, coordinate and assure effective performance of these services. Applicants must have at least three (3) years experience, it is preferred if the applicant has provided same or similar services to other VA Medical Centers throughout the United States. The applicant must also provide a minimum of three (3) "REFERENCES" for providing same or similar services.
