- Justification for Other than Full and Open Competition Department of Veteran Affairs Medical Center Augusta, Georgia For Research and Development Services Role of Estrogen Receptors in Lupus-Modulators of the Inflammatory Response 1.REQUIRING ACTIVITY: The Department of Veterans Affairs Medical Center, 109 Bee Street, Charleston, SC 29401 2.CONTRACTING ACTIVITY: The Department of Veterans Affairs Medical Center, Network Logistics Contracting Activity, 1 Freedom Way, Augusta, GA 30909 3. PROPOSED ACTION: The Department of Veterans Affairs Medical Center Network Logistics Contracting Activity Augusta, GA intends to award a sole source contract to Medical University of South Carolina, Department of Medicine, Division of Rheumatology and Immunology Room 912, P.O. Box 250637, Charleston, SC 29425 The Medical University of South Carolina is a Large Business. 4.DESCRIPTION OF REQUIREMENT: The contractor will provide research and development services for the cell culture and molecular techniques for analyzing estrogen receptor expression and estrogen receptor into cellular localization. 5. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETION: 6.302-3(a)(2)(ii), Industrial mobilization; engineering, developmental, or research capability; or expert services. 6. NATURE OF ACQUISTION OT MEET THE AUTHORITY CITED IN PARAGRAPH 5: The work proposed to be performed is an aim of a currently funded VA Merit Review Grant from VA Central Office in Washington D.C. The overall goal of the work is to define the role of estrogen receptors in immune responses in females. To confirm this very important finding, the additional experiments outlined in the Statement of Work and the Merit Grant needs to be completed in a timely fashion. The importance for the VA is that the work will define mechanisms underlying differences in the immune responses of females vs. males. These findings are important for understanding autoimmune diseases where females predominate and also for potential bio-warfare to understand gender based responses to the pathogen. 7. LOCATE SOURCE: This contract is proposed for completion of the aims by PhD Scientist, Dr. Subha Dasgupta, at the Medical University of South Carolina (MUSC), who is familiar with the techniques and scientific are. There is no scientist at any other institution in the Charleston area capable of these experiments. Dr. Dasgupta is currently a staff scientist at MUSC. As he is not a US citizen, he cannot be hired as a VA employee to perform the duties. He has expertise in estrogen receptors and animal models of autoimmunity, both critical aspects of this contracted work. 8. CUSTOMERS SUBMISTION OF PRICE ANALYSIS: The Customer has submitted his price analysis in accordance with the allocation of the VA Merit Grant for the six (6) months. 9.FUTURE ACTIONS TO OVERCOME BARRIER TO FULL AND OPEN COMPETITION: In accordance with FAR 6.302-3(a)(2) (ii) this acquisition is exempt because it necessary to award the contract to a particular source or sources in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or federally funded research and development center. 10. SYNOPSIS: This acquisition will be advertised in FedBizOpps. 11.
