Description
Description of the work: Furnish all labor, equipment, supplies, materials, and parts to construct a well for potable water. The base construction shall include, but not be limited to: construct new water-supply well, install pump and connect to distribution system; as well as all work associated with the preparation of permits and fees required by Arizona Department of Water Resources (ADWR) and Arizona Department of Environmental Quality (ADEQ). The optional item includes converting the existing well to a monitoring well. The well depth may vary, but is expected to be approximately 220 feet. Location: The worksite is located in Cochise County, Arizona, within Fort Bowie National Historic Site. The worksite is located at Fort Bowie National Historic Site Maintenance Compound, approximately 12 miles South of Bowie, Arizona. The well will be located in the NW1/4, Section 12, Twp.15S, Rge. 28E. The park is approximately 116 miles east of Tucson, Arizona, and approximately 227 miles from Phoenix, Arizona. Access to the site is on a combination of paved and unpaved roads. Solicitation and period of performance dates: The solicitation will be issued and available at http://ideasec.nbc.gov on or about 02/26/10. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Individual requests for solicitation packages will NOT be accepted. The Solicitation Number for the Request for Quotation (RFQ) is Q8620100004. Responses to the Request for Quotation will be due no later than 5:00 PM on 03/22/10. The estimated date for the award will be the week of 03/29/10. The period of on-site performance will begin 04/14/10 and final completion will be no later than 06/14/10. There will be an organized site visit conducted by the government (refer to the solicitation for the meeting time and location). Contract structure: The contract will be advertised with base items and an option item. Award will be made as a firm fixed-price. Base award will be made for the well drilling and related tasks, with payment being made as an all-inclusive price per foot, based upon actual depth of the drilling. Award of options will be determined by availability and quantity of water produced after drilling, as shown in the Request for Quotation. Estimated cost is within the range of $25,000.00 to $100,000.00. Payment protection is required after award for projects over $30,000.00, in the amount of 100% of the contract price. The NAICS code for this project is 237110 and the small business size standard is $33.5 million. This procurement is 100% Set-aside for Small Business, and the National Park Service encourages the participation of disadvantaged, service disabled veteran owned, and women-owned business enterprises. In addition to pricing information, contractors must respond with the required supplemental information as shown in the solicitation. Responses to the Request for Quotation will be accepted electronically through the DOI IDEAS-EC website at http://ideasec.nbc.gov, by email at Steve_Shatz@nps.gov, or by mail to the attention of Steve Shatz at National Park Service, 3693 S. Old Spanish Trail, Tucson, Arizona 85602. All responses must be received by no later than 5:00 PM on 03/22/10. You must be registered in the Central Contractor Register (CCR) at the following internet site in order to participate: http://www.ccr.gov. Contractors are required to submit representations and certifications online at http://orca.bpn.gov in order to be eligible to receive an award.
