- Justification for Other than Full and Open Competition Department of Veteran Affairs Medical Center Augusta, Georgia For Research and Development Services Web Intervention for OIF-OEF Veterans with Mental Health Problems (Drug Use and Abuse) 1.REQUIRING ACTIVITY: The Department of Veterans Affairs Medical Center, 109 Bee Street, Charleston, SC 29401 2.CONTRACTING ACTIVITY: The Department of Veterans Affairs Medical Center, Network Logistics Contracting Activity, 1 Freedom Way, Augusta, GA 30909 3. PROPOSED ACTION: The Department of Veterans Affairs Medical Center Network Logistics Contracting Activity Augusta, GA intends to award a sole source contract to University of Mississippi Medical Center, 2500 North State Street, Jackson, MS 39216-4505 The University of Mississippi is a Large Business. 4.DESCRIPTION OF REQUIREMENT: The contractor will provide research and development services of Web Intervention for OIF-OEF Veterans with Mental Health Problems associated with drug 5. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETION: 6.302-3(a)(2)(ii), Industrial mobilization; engineering, developmental, or research capability; or expert services. 6. NATURE OF ACQUISTION OT MEET THE AUTHORITY CITED IN PARAGRAPH 5: The work proposed to be performed is based on the study proposal submitted by the Principal Investigator for VA HSR&D Merit Grant MHI 08-105-2 that will use qualitative methods to develop and preliminarily evaluate a web-based intervention for OIF/OEF veterans with clinical or subclinical mental health problems associated with post-traumatic stress disorder (PTSD), major depressive disorder (MDD), and/or substance abuse. Participants will be OIF/OEF veterans who are recruited via mental health specialty clinics within the Ralph H. Johnson VA Medical Center and affiliated CBOCs in Savannah, Myrtle Beach, Goose Creek, and Beaufort. The primary purpose of the current position is to facilitate development and evaluation of this web-based intervention with particular emphasis on the substance abuse content and application of motivational enhancement techniques to all web modules. 7. LOCATE SOURCE: Scott Coffey, Ph.D. is an Associate Professor and the Director of the Division of Psychology in the Dept. of Psychiatry and Human Behavior at the University of Mississippi Medical Center. He is also the Principal Investigator or Co-Investigator on numerous grants funded by the National Institute of Alcohol Abuse and Alcoholism, the National Institute on Drug Abuse, and the National Institute of mental Health He is an expert in motivational interviewing/enhancement interventions for both substance abuse and posttraumatic stress disorder. He brings to the team (a) expertise in motivational enhancement techniques and their application to PTSD and substance abuse (two key targets of the proposed intervention), (b) familiarity and experience in principles of e-learning that will be essential to content development for our proposed web-based intervention, and (c) a history of an excellent collaborative relationship with the research team. His expertise will be needed for all three years of the project. The VA Merit Grant has approved Dr. Coffey to work on this project for three (3) years. Dr. Coffey will work closely with Principal Investigator, Dr. Kenneth Ruggiero, to facilitate the development and evaluation of the web-based intervention, and to ensure that the product is based on the best evidence available in the scientific literature. He will develop content for the substance abuse elements of the Web intervention. One of his key roles will be to translate motivational interviewing/enhancement approaches for delivery via the web. Another will be to assist with the construction of interactive online screeners that will guide the presentation of education content to users. 8. CUSTOMERS SUBMISTION OF PRICE ANALYSIS: The Customer has submitted his price analysis in accordance with the allocation of the VA Merit Grant for the Base Year, Option Year 1 and Option Year 2. 9.FUTURE ACTIONS TO OVERCOME BARRIER TO FULL AND OPEN COMPETITION: In accordance with FAR 6.302-3(a)(2) (ii) this acquisition is exempt because it necessary to award the contract to a particular source or sources in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or federally funded research and development center. 10. SYNOPSIS: This acquisition will be advertised in FedBizOpps. 11.
