DE-09-1132 Demolish Various Facilities Place of performance: Virginia Beach, Virginia Issued by: NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC, ACQUISITIONS DEPARTMENT, 953 HORNET DRIVE, SUITE 213, BLDG 820 The Invitation for Bid (IFB) will be issued in February 2010. The solicitation will close and Bids will be opened in March 2010.. A contract will be awarded in accordance with FAR Parts 14 & 36, Sealed Bid Selection procedure. This solicitation will be issued as N40085-10-B-0008. This solicitation will open to 100% small businesses. Project Description: 1. The contractor will provide all labor, supervision, tools, materials, equipment, transportation, and management necessary to perform approximately 1000 SF of building construction and the complete demolition of 18 buildings structures including foundations to a minimum of 3'-0" below grade. The contractor shall be responsible for control of and proper disposal of all demolition and construction generated waste, demolition and proper terminations of associated utility systems including water, sanitary sewer, high voltage electrical and communication services. Contractor shall be responsible for coordination of utility disconnections and repairs with Navfac Midlant Utilities department, NMCI, NCTAMSLANT, COX Communications and other utility system operators as indicated by the Contracting Officer. 2. All building sites shall be restored with new fill, top soil, grass seed and/or asphalt and concrete paving as indicated. The contractor will be responsible for all environmental controls and testing required by state, federal, and local laws to include lead paint, asbestos abatement, petroleum contaminated soil disposal and fuel tank closures in accordance with all state, local and federal regulations All work must be completed and ready for use not later than 365 calendar days after notice to proceed.The magnitude of this construction project is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) Code for this project is 238910 with a size standard of $33.5M. Please be advised on-line registration requirements in the Central Contractor Registration (CCR) database https://www.ccr.gov/ and directed solicitation provisions concerning electronic annual Online Representations and Certifications (ORCA) at http://orca.bpn.gov Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and completed. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. A contract award will be made to the responsible bidder whose bid, conforming to the invitation for bids, will be the most advantageous to the Government, considering only price and price-related factors included in the invitation. A Bid Bond in the amount of 20% is required. The Government reserves the right to reject any or all proposals prior to award.
