Description
The U. S. Environmental Protection Agency intends to award a contract for Statistical Support Services for Assessing Air Quality Data and Applications. These services are required by the Atmospheric Modeling and Analysis Division (AMAD) within the U. S. EPA?s Office of Research and Development (ORD). This acquisition is being offered as a Total Small Business Set Aside, with a North American Industry Classification System (NAICS) code of 541712. The Small Business Administration (SBA) size standard for NAICS code 541712 is 500 employees. AMAD leads the development and evaluation of predictive atmospheric models for assessing changes in air quality and air pollutant exposures in support of EPA's mission to protect human health and the environment. The models developed by AMAD are being used by EPA, NOAA, and the air pollution community in understanding and forecasting not only the magnitude of the air pollution problem but also in developing emission control policies and regulations for air quality improvements. AMAD also conducts research to link air quality modeling tools with human exposure and health outcomes. Exposure from ambient pollutants occurs at local (e.g., near-roadways) and regional scales (e.g., transported pollution). Thus, this research provides analytical and physical modeling approaches that provide the spatial and temporal detail of concentration surfaces needed to understand the relationships among pollutants emitted, the resulting air quality, and exposure of humans to these pollutants. The contractor shall provide statistical support services in pursuit of these objectives in two major areas: (1) generating and improving air quality surfaces for use at various scales; and, (2) evaluating simulated products. Efforts required under this contract shall include the following: improving air quality and related data through statistical approaches such as fusing air quality data and conducting quality assurance of air quality data; analyzing and characterizing air quality and related data through descriptive statistics and assessing temporal and spatial trends and relationships among emissions, ambient concentrations, exposure and health outcomes; and, developing and applying statistical techniques to evaluate models and tools. Award of an indefinite delivery, indefinite quantity (IDIQ) contract is anticipated. The resulting contract is expected to have a base year and four one-year option periods. The Request For Proposal (RFP) will be issued approximately 15 days after the date of publication of this notice, with proposals due approximately thirty (30) days after release of the RFP/solicitation. The RFP will be available solely through the EPA?s website at http://www.epa.gov/oam/rtp_cmd. Hard copies of the solicitation document will not be available. All future information about this acquisition, including amendments (if any), will also be distributed solely through the EPA?s web site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Telephone and FAX requests will not be honored. All prospective offerors must be actively registered in the Central Contractor Registration (CCR) site at www.ccr.gov.
