- The purpose of this Sources Sought Notice is to search for qualified vendors capable of assessing the usability of three software prototypes being developed to improve alert tracking mechanisms within the Veterans Administration's Computerized Patient Record System (CPRS). These prototypes aim to make the necessary changes to the CPRS interface and workflow to allow tracking and reporting of critical diagnostic test alerts and follow-up actions taken by providers. The goal of this project is to conduct usability and human factors evaluations of the prototypes as they are being developed and to provide important feedback that will result in system acceptance once implemented. The Veterans Health Administration (VHA) Innovation Program is a cooperative effort between the Health and Medical Information Office (CHIO/HMIO) of VHA's Office of Health and Information (OHI) with VA's Office of Information and Technology (OI&T) to catalyze and support VA's next generation of Health Information Technology (HIT). VHA Innovation Program Goals are to provide tools, resources and processes that: Encourage innovations to emerge from the field; Allow innovations to based on collaborative constructive review; Provide a safe harbor for innovations to be piloted; and Vet Innovations from business and technical perspective. The contractor shall provide all necessary personnel, management, hardware, software, administrative support, travel and technical services required to meet the performance objectives outline in the Statement of Work (SOW) (see attached). The scope is to provide the Greenfield #82, "Innovation from the Field for Alerts Reengineering" support as part of the VHA Innovations program. The contractor shall provide iterative and human factors-based feedback during each of the development meetings where functional units are demonstrated to the VA team; also, the contractor shall conduct a formal usability and human factors evaluation of each of 3-draft prototypes by the VA team as outlined in the SOW (see attached). The period of performance for this task is anticipated to be 16 months from date of award. The place of performance is the Michael E. DeBakey Veterans Affairs Medical Center, 2002 Holcombe Blvd., Houston, TX 77030. This sources sought notice is issued for information and planning purposes only and does not constitute a solicitation, nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of the competitive process. Responses should be prepared in Microsoft Word, and limited to five pages or less. Responses are requested no later than close of business February 26, 2010.
