Description
The United States Environmental Protection Agency (USEPA), specifically the Office of Water, Office of Groundwater Drinking Water, Water Security Division (OG/OGWDW/WSD) requires an increase in the ceiling capacity of Contract EP-C-05-045 during Option Period IV in an amount of 20,000 hours level of effort. Increasing the capacity of the contract by this amount will put the ceiling of the contract for Option Period IV in line with the actual utilized contract levels in the previous four contract periods. The contract had originally been solicited and awarded with a bell-curve expectation (ramping up in the Base Period, straight-line for the next three periods, and ramping down in the final period), but subsequent events following that award have demonstrated that the contract should have been structured with consistent contract capacity in each of the option periods. Option Period IV is the final period on the contract. In order to issue all anticipated work assignments for Option Period IV, all available quantity option amounts have already been exercised. The contract provides technical support services of a unique nature for the WSD mission needs, and also provides critical support services to other Offices of the EPA [Office of Solid Waste and Emergency Response (OSWER) Office of Emergency Management (OEM) effort; National Homeland Security Research Center (NHSRC) efforts, including Methods Development and Security Products Assessment and Review efforts]. Without having sufficient capacity available for OEM on this contract, its very high priority, high visibility requirements would be severely impacted, jeopardizing the progress toward carrying out homeland security directives. The US EPA intends to negotiate on a sole source basis, an increase to the level of effort for this contract. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253(c) and FAR 6.302.1 which allows for negotiations without full and open competition if there is only one responsible source. The basis for this determination is that only Computer Sciences Corporation (CSC), the incumbent, can provide the continuity to complete the remaining complex technical work. The requirements are in sensitive stages of development, and abandoning the efforts at this point for lack of capacity would not be a reasonable option. Likewise, the time required to solicit a new contractor and allow that contractor to get up to speed on the requirements in the middle of a project would not be cost effective or efficient. In addition, the contract includes specific capabilities for secret and/or sensitive work, which is not common on other Agency contracts already in place. Furthermore, the analysis type effort for various highly sensitive contaminants is also unique on this contract, and is able to support the type of method development that NHSRC is working toward. A synopsis has been posted for a full and open competition for follow-on performance after the completion of the existing contract. The follow-on acquisition is scheduled for award no later than July 31, 2010. Sources wishing to be considered must submit documentation to the office identified above which establishes that (1) the company has the expertise to meet the contract technical requirements; (2) it has a Top Secret facility clearance; (3) it has the facilities, equipment, and personnel available; and (4) a mobilization plan demonstrating an ability to immediately step in and assume the duties under this contract without any delays, disruptions, or impact on the quality of the work effort.
