Description
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a Combined Synopsis for Commercial Services prepared in accordance with subpart 13.5 under Simplified Acquisition as a supplemental with additional information included in this notice. The announcement number for this requirement is NIHCC169926 and is being issued as a Request for Quotes. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-38 Correction. The Department Bioethics, Clinical Center, at the National Institutes of Health in Bethesda, Maryland has a requirement to conduct a WEB based survey study of views and attitudes of (IRB) Institutional Review Board member’s regarding payment to research participants. The associated North American Industry Classification System (NAICS) code is 541720. The requirements: Payment to research participants remains divisive. Anecdotal evidence suggests that IRB members and others may limit payment because of concern about coercion or undue influence. Little is known about the views and attitudes of IRB members regarding payment to research participants. The NIH CC Department of Bioethics and (PRIM&R) Public Responsibility in Medicine and Research are collaborating on a survey of the PRIM&R membership regarding their attitudes towards financial payment of research subjects. The goal of this research is to describe prevailing views and attitudes about paying research participants. PRIM&R has endorsed the idea and will make its database of members and interested others available (email and addresses, not phone numbers). In consultation with the investigators, the Contractor shall 1.Help to develop and format a WEB based survey (from a survey already developed by the investigators). 2.Pre-test the on-line version of the survey 3.Prepare and distribute an initial letter of invitation that contains information about the study, the link to the WEB survey and designate monetary amount in each letter. (And a hard copy of the survey) 4.The sample will be a defined mix of members of PRIM&R, and include all self-identified IRB members together with a random sample of members expressing an interest in research. The total number of sampled respondents shall be 2000. 5.Follow up with an email reminder with web link 6.Send an additional post-card and/or email reminder and link 7.Monitor hits to the survey 8.Create a data set and produce a short field report. Program Management and Control Requirements: The Principal Investigator will work closely with the contractor to discuss survey Development, a time line for the project, methods for recruitment, and calculation of the Response rate, and to monitor the progress of the study with the Department of Bioethics at the National Institutes of Health.. In order to fulfill the Government’s requirements the contractor should demonstrate vendor experience, and ability to fulfill the Government’s requirements for the WEB based survey. The Evaluation Criteria: Is as follows Experience with WEB based Surveys -20 Points, Responsiveness- 20 Points, TimeLine- 10 Points, Cost- 20 Points, Familiarity with Ethics and Ethics surveys- 30 Points. Security Any personal data collected and/or used under this Contract is subject to the Privacy Act Clause (FAR 52.224-2). The Contractor will use any Privacy Act information provided by the Government or other Government contractors for the purposes authorized by this Contract only and for no other. The Contractor will not provide the information to any other person or entity, unless explicitly directed. Each person providing service under this proposal will be required to sign a document of understanding stating that he/she understands and will comply with Privacy Act requirements. Section 508 Compliance Section 508 requires that Federal Agencies’ electronic and information technology is accessible to people with disabilities. The Federal Acquisition Regulations (FAR) Final Rule for Section 508 (Accessibility) can be found at: http://www.section508.gov Unless it is an “undue burden” or compliant products or services do not exist, the proposal must comply with Section 508. The contractor should state that they would comply with the requirements of Section 508 or cite a justifiable reason for an exception. If any additional costs for compliance are anticipated, these costs should be identified. For existing systems, the contractor may not be able to identify all costs for compliance if the contractor did not develop that system, but should state that any development performed during the course of this task order will be compliant. Within 30 days of this task award, the contractor should provide a plan for compliance for the system as a whole, including any costs associated with compliance. The following Provisions and Clauses apply: Provision). Provision 52.212-1 Instruction to Offerors/Commercial; 52.212-2 Evaluation- Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions; 52.223-6 Drug Free Workplace, 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332); 52.222-41. In accordance with Federal Acquisition Regulations 52.217.9 Options to extend the Terms of the Contract-Service. The award of this contract shall be for a basic contract period of 12 months and two twelve month option periods which may be exercised at the Government’s unilateral discretion to obtain the service beyond the expiration of the initial period of performance of 03/01/2010 to 02/28/2011upon the receipt of the completed WEB based survey. Include your proposed cost for the base year and two option years at no additional cost if additional time is required to complete the survey. The Full text of the Federal Acquisition Regulations (FAR) can be accessed on the internet at www.arnet.gov/far. The offeror may submit the offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form etc) but must include the following information: 1) complete mailing and remittance addresses; 2) discounts of prompt payment if applicable; 3) Dun and Bradstreet no; 4) Tax ID number; 6) Offeror must meet description of services as noted in the synopsis. Offeror shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications/Commercial Items with their offer. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). Offerors may identify in writing their interest and capability in response to this requirement and submit a competitive proposal. The anticipated award date for this requirement shall be on or about February 26, 2010. The submission must be submitted no later than February 22, 2010 @ 5:00pm local eastern time. The Request for Quote shall include Technical and Cost shall be submitted via electronically to jjackson@cc.nih.gov.
