- The Fleet and Industrial Supply Center, San Diego intends to award a Sole Source Firm Fixed Price contract to the City of Monterey. The Naval Post Graduate School (NPS) has a requirement for high speed fiber optic connections to other institutions of higher education on the Monterey Peninsula to research organizations such as the Naval Research Lab and Fleet Numerical Meteorological Oceanographic Center, and various Federal and Department of Defense organizations such as the National Weather Service and Defense Manpower Data Center. NPS also requires high speed fiber optic connections to colleges and universities beyond the Monterey Peninsula such as University of Southern California, Stanford and University of California San Diego. The local connections are essential to the exchange of data concerning education, research and mutual support in times of disaster; wide area connections are essential to providing sufficient bandwidth for research in emerging network technologies and protocols such as Gigabit Ethernet across IPv6. The local infrastructure must provide 1 Gigabit per second data rates to support the volume of data exchanged locally and across the wide area. The minimum required Committed Information Rate across the wide area is 155 Mbps with the ability to burst to more than 600 Mbps to allow stress testing of hardware and software protocols over extended distances. The City of Monterey's I-Net is the only known provider that can satisfy both local and wide area requirements. This notice of intent is not a request for proposals or quotations; however, any challenges to this sole source received within five days after date of publication of this synopsis will be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This purchase will be made using Commercial Acquisition Procedures and Other that Full and Open Competition as authorized under FAR 13.501. The anticipated award date is 23 February 2010.
