Description
The Office of Headquarters Procurement Services plans to negotiate and award a sole source contract to Institute of Americas for analytical, technical, and logistical assistance not currently available within the Federal Government. The Office of Policy and International Affairs (PI) serves as the primary advisor to the Secretary and the Department of Energy and Technology Policy Development, Analysis, and Implementation. To accomplish its mission, the Office of American Affairs routinely requires The Western Hemisphere regional meetings to serve as vehicles to move forward a clean energy agenda and expand cooperation on energy efficiency, renewable energy, cleaner conventional fuels, infrastructure, energy poverty, and financing. Institute of Americas will work with energy ministries of Brazil, Colombia, Mexico and Trinidad and Tobago to host four regional meetings that will bring together pertinent energy factors from each region to discuss relevant and critical topics and to gain insight on regional energy activities. Tasks include the meeting agenda, indentifying speakers and presenters, and preparing recommendation that will feed into the April 2010 Energy and Climate Ministerial. The theme of the Ministerial will be the advancement of energy and climate goals through national leadership and hemispheric cooperation. The Ministerial will be held over two days and will explore possible initiatives in areas including: energy efficiency, renewable energy, energy poverty, cleaner fossil fuels and energy infrastructure. Period-of-Performance: Award date to December 31, 2010. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1] as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. Interested parties may submit capability statement and rationale by March 1, 2010 via e-mail to monica.serrano@hq.doe.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
