- RECOVERYThe work of this project requires the Contractor to provide all labor, materials and equipment as needed to construct trails and overlooks at multiple sites to enhance visitor access to the Giacomini Wetland Restoration Project site at Point Reyes National Seashore, in Marin County, CA. Work shall include all necessary earthwork, grading and surfacing for trail, road, viewing areas, and parking areas as shown on the plans provided. Work shall include mobilization; staking and layout; earthwork, including compaction and grading to the lines and grades shown on the plans for the project activities. For all tasks, contractor will be responsible for conducting required materials testing; scarifying; temporary stockpiling; best management practices (BMPs); environmental compliance and controls; purchase and installation of erosion control measures, furnishing and installing exclusionary fencing to protect the public; and other requirements (i.e., maintaining as-built drawings). The Request for Proposal (RFP) will include two base bid items consisting of: 1) all work associated with the development and installation of a trail network on the Dairy Mesa of the Giacomini Wetland Restoration Project including development, furnishing and installing aggregate base and stabilized trail surfacing; furnishing and installing geosynthetic materials (geotextile fabric and geocell materials); furnishing and installing culvert pipes; furnishing and installing split rail fencing (approx 275 LF on east property boundary); excluding other bid items described; and 2) all work associated with the improvement and reroute of Tomales Bay Trail one mile north of Point Reyes Station. Work includes all trail work; cutting and grading approximately 7,000 feet of trail to plan and grade; stabilization of two eroded gullies; maintenance and rehabilitation of site access (ranch roads); furnishing and installing aggregate base materials (3/4" and 1-1/2") on approximately 5,700 feet of the trail; furnishing and installing geosynthetic materials (geotextile fabric and geocell materials); furnishing and installing split rail fencing at two locations along the trail; furnishing and installing barbed wire fencing (approx 100 LF at south end of existing dam) including a new tubular pedestrian gate and relocation of an existing vehicle gate; transporting material on-site for re-use. In addition, the RFP will include Additive bid items for the Mesa trail which include furnishing and installation of approximately 600 LF of wood split rail fence; six (6) park benches; twelve (12) sitting boulders; and Government-furnished interpretive signs. Additives for the Tomales Bay trail include furnishing and installing approximately 500 LF of additional barbed wire fencing; and aggregate base surfacing on approximately 1,290 LF. Additionally, additives will include miscellaneous minor grading to reduce ponding and stabilize an unstable section of the existing Lagunitas Creek Spur Trail, including approximately 100 CY of excavation and 20 CY of stabilizing fill in the trail. The project range is estimated to be between $250,000 and $500,000. Project completion is required by August 31, 2010. Award selection will be based on a Best Value determination made after consideration of price and factors other than price (previous experience, past performance, and other factors as outlined in the RFP). The RFP will be available by electronic means only and may be accessed for download on/about February 25, 2010 at either the FedBizOpps site at http://www.fbo.gov or directly from the Department of the Interior website at http://ideasec.nbc.gov. The due date for receipt of proposals will be 30 days after the date of issuance of the RFP. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. A site visit will be conducted on March 11, 2010 from 9:00 am to noon. Interested parties can meet with the Project Manager in the parking lot of the Headquarters Building for escort to the job sites. Note: This project is funded through the American Recovery and Reinvestment Act and upon award, the contractor must meet all reporting requirements as described in FAR 52.204-11. The Contractor shall report the required information using the online reporting tool available at www.FederalReporting.gov. This acquisition is being solicited under the Small Business Competitiveness Demonstration Program, Public Law 100-656 and is unrestricted. All responsible sources may submit a quotation which, if timely received, will be considered. The NPS welcomes the participation of small, minority, women, and disabled veteran owned business enterprises capable of fulfilling this requirement. The NAICS code is 237990 and the small business size standard is $33.5 million.
