- The purpose of this Sources Sought/Market Survey is to identify potential sources capable of manufacturing the following: "Cartridge, 40mm, Ground Marker, Red Smoke M713 NSN 1310-00-541-6150 "Cartridge, 40mm, Ground Marker, Green Smoke M715 NSN 1310-00-541-6152 "Cartridge, 40mm, Ground Marker, Yellow Smoke M716 NSN 1310-00-541-6153 The NAICS Code for this announcement is 332993, Ammunition (Except Small Arms) Manufacturing. The applicable small business size standard is 1,500 employees. The difference among the three models listed above is the color of smoke. The cartridges consist of a cartridge case, a projectile with pyrotechnic smoke payload, and a pyrotechnic impact fuze. The cartridge case is a dual-chambered aluminum container housing a brass propellant cup. The propellant cup is held in the case by a crimped base plug which provides a pressure-type waterproof seal. The base plug houses a percussion primer. The projectiles utilize a one-piece aluminum body and a zinc alloy base. The payload consists of a pyrotechnic smoke mixture pressed into the body with a cylindrical cavity in the center. The fuze protrudes into the cylindrical cavity of the smoke mixture and is staked to the base of the projectile. The fuze is designed to function at a maximum of 19 seconds after launching or upon impact. Upon firing, the primer ignites the propelling charge. In turn, the projectile is accelerated down the launcher barrel where a spin of 3,750 rpm is imparted by the barrel rifling and a muzzle velocity of approximately 247 7 fps is obtained. In addition to launching the projectile, the propellant gases ignite the first fire mixture of the fuze in the base of the projectile. The first fire mixture ignites a high-temperature transfer mixture contained in the delay assembly. After 19 seconds, burning of a delay through the delay housing ignites the smoke mixture. If impact occurs before 19 seconds, the delay housing breaks and the burning portion flies forward out of the fuze support, contacting and igniting the pyrotechnic smoke mixture. Ignition of the smoke mixture causes a buildup of pressure which dislodges the fuze support at the aft end of the projectile, thus allowing smoke to be emitted at the aft end of the projectile. In the event the fuze fails to function upon impact, the output mixture provided in the front end of the delay housing acts as a backup to the impact feature. When the flame reaches this point, the output mixture flashes and ignites the smoke mixture. The Technical Data Packages (TDPs) for the 40mm Colored Smoke Cartridge Ground Markers are currently classified as Distribution X, which means they cannot be distributed via the Internet. Further, export is restricted by the Arms Export Control Act (Title 22, U.S.C. 2751 et seq) or the Export Administration Act of 1979, as amended, Title 50, U.S.C. App 2401 et seq. Dissemination shall be in accordance with the provisions of DoD Directive 5230.25. Violations of the aforementioned export laws are subject to severe criminal penalties. Distribution of these TDPs is only authorized to U.S. agencies and private individuals or enterprises eligible to obtain export-controlled technical data in accordance with regulations implementing 10 U.S.C. 140c. A Military Critical Technical Data Agreement, DD Form 2345, certified by the Defense Logistics Services Center, Battle Creek, MI is required. Restricted technical data shall not be forwarded without express permission from the Government POC(s) listed in this announcement. In order to receive the TDPs, a copy of the executed DD Form 2345, along with the contractors current CAGE code, complete mailing address, and the name/phone number of the individual who is to receive the TDPs is required to be submitted to Sarah Herrera, sarah.e.herrera@us.army.mil and Adam Elmore, adam.j.elmore@us.army.mil. The form and all applicable instructions can be obtained at the following website: www.dlis.dla.mil/jcp/. The TDPs will be sent via U.S. mail unless the requestor provides a Federal Express account number and authorization to send the TDPs via that method. No later than April 27, 2010, you are required to destroy the CD-ROMs containing the TDPs, and provide a completed certificate of destruction (to be enclosed with the TDPs) to sarah.e.herrera@us.army.mil, OR return the CD-ROMs via mail to: Sarah Herrera RICC-AL Building 60 1 Rock Island Arsenal Rock Island, IL 61299 The Governments anticipated requirement is for up to a total of 250k cartridges, in a combination of the three color cartridges, over a five year period. Interested companies should respond by providing the Government the following information: (1) Name of company and CAGE Code; (2) Point of Contacts name, telephone number and E-mail address; (3) Company address; (4) Business size information; (5) Identification of whether you are interested in this opportunity as a prime or a subcontractor; (6) A brief summary of the companys capabilities (to include descriptions of facilities, equipment, skills, and personnel); (7) Details regarding manufacturing experience with similar items; (8) A Rough Order of Magnitude (ROM) unit price for these cartridges; (9) Lead time(s) to successfully conduct/complete a first article acceptance test and first production delivery after award; (10) Identification or potential sources for major subcomponents (cartridge case, primer, fuze, propellant, projectile body, and/or smoke dye) if these components would need to be purchased from a subcontractor; (11) Identification of the companys capacity to manufacture these items on a 1-8-5 and 2-8-5 shift basis; (12) Identification of additional equipment needed, lead time to obtain and install such equipment, and a ROM cost if facilitization is required to meet the aforementioned requirements. A respondent to this survey must have a majority of the skills and facilities that are required to manufacture these items. If a respondent does not have these resources (technical, manufacturing, personnel, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period. All potential producers interested in this opportunity must be registered in the Central Contractor Registration (CCR) Database. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these same criteria as the prime contractor. Interested U.S./Canadian firms who feel they are capable of manufacturing the 40mm Colored Smoke Cartridge Ground Markers are invited to indicate their interest by providing the Government the information requested above to: Sarah Herrera, sarah.e.herrera@us.army.mil. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal, nor as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. The Government intends to utilize the information received only to develop the acquisition strategy for future requirements.
