- Statement of Work for Fish Handling System for the Shimada RFQ for Fish Handling System for the Shimada This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is hereby provided as an attachment. Solicitation number RFQNFFKST00-10-02818 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-38. This acquisition is 100% set-aside for small business. The associated NAICS code is 333999, All Other Miscellaneous General Purpose Machinery Manufacturing. The small business size standard is 500 employees. The Small Business Competitiveness Demonstration Program is not applicable to this acquisition. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Science and Technology (OST), has a requirement for the manufacture, testing, delivery and installation of a Fish Handling System in accordance with the Statement of Work entitled, Statement of Requirements for a Fish Handling System on the NOAA FSV-40 class ship, BELL M. SHIMADA. All equipment shall be marinized, and suitable for marine use in an exposed environment. Compliance with recognized industry standards for electrical, hydraulic, and mechanical systems is required. Detailed specifications and drawings of the equipment is contained in the Statement of Work. A Firm-Fixed Price contract is contemplated which includes a Contract Line Item Number (CLIN) for the manufacture, testing, and installation of a Fish Handling System (CLIN 0001), Travel and Transportation Costs (CLIN 0002) and Post-Delivery Custom Fabrication (CLIN 0003). Note. Travel and Transportation Costs (CLIN 0002) shall be reimbursable only in accordance with FAR Part 31. The period of performance shall be from the effective date of award resulting from this solicitation through the installation of the system which is scheduled for June 13-24, 2010. The place of delivery and government acceptance shall be Seattle, Washington. The provision at 52.212-1, Instructions to Offerors-Commercial, 52.212-2, Evaluation-Commercial Items, 52.212-3, Offeror Representations and Certifications-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items shall apply to this acquisition as set forth in the attached RFQ. The following Federal Acquisition Regulation clauses shall also be applicable to this acquisition and are included in full text in the attached RFQ: 52.227-14 Rights In Data--General (Dec 2007) and 52.232-28 Invitation To Propose Performance-Based Payments. Additionally, Department Of Commerce Acqusition Clauses 1352.215-70 Period Of Performance, 1352.216-70 Contract Type, and 1352.233-71 Service Of Protests are included in the attached RFQ. In accordance with the attached RFQ, all offers shall not exceed 25 pages. All offers shall include two sections, i.e., Section I - Approach and Past Performance and Section II - Business and Pricing. Section I shall address the items listed on pages 4 and 5 of the attached RFQ, and include a list of five (5) projects -Past Performance references - performed within the last three years. Section II shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certificaitons - Commercial Items, and complete pricing for CLINs 0001-0003. Note. FAR 52.212-3 shall not count toward the 25 page limitation. A Defense Priorities and Allocations System (DPAS) rating is not applicable to this acquisition. Interested firms shall submit its written quotation electronically not later than February 25, 2010 at 12:00 p.m. All quotations shall be addressed to Ms. P.L.
