Description
NAICS Code: 51 Request for Information (RFI) DESCRIPTION OF INFORMATION REQUESTED The purpose of this Request for Information is to gather industry input on determining whether or not the goals for the Superfund Contracts 2000 acquisition strategy were met and to gather industry comments and/or suggestions on improving the Superfund Contracts 2010 acquisition strategy. BACKGROUND The Superfund Contracts 2000 acquisition strategy was spearheaded by a cross-agency workgroup consisting of representatives from EPA's Office of Solid Waste and Emergency Response (OSWER), Office of Acquisition Management (OAM), Office of Enforcement and Compliance Assurance (OECA) and the EPA Regions. The overall mission of the workgroup was to develop an acquisition strategy and implementation plan for the Superfund program, while executing best procurement practices for all of the National Classes of Contracts. The goals of the Contracts 2000 strategy were to: (1) increase competition, (2) retain regional flexibility, (3) increase the use of socio-economic firms' participation, and (4) to incorporate new acquisition ideas such as performance based contracting in all of the National Classes of Contracts. The Government's intention for the proposed Contracts 2010 Superfund acquisition strategy is to maintain the goals of the existing Contracts 2000 strategy while addressing government-wide contracting initiatives, improving socioeconomic participation, address and encourage green remediation procurements and increase the vendor base. For your convenience, all of the National Classes of Contracts Statement of Work have been included in the following website. http://www.epa.gov/oam/srpod/index.htm#solam The National Classes of Contracts are as follows: 1.Environmental Services Assistance Team (ESAT)2.Superfund Technical Assessment and Response Team (START)3.Emergency and Rapid Response Services (ERRS)4.Remedial Oversight Contracts (ROC)5.Remedial Action Contracts (RAC)6.Enforcement Support Services (ESS) **Please note that the Statements of Work for the National Classes of Contracts are generally consistent across the EPA regions. However, in some instances, each Region may make parts of the Statement of Work specific to their own Region WHAT SHOULD BE PROVIDED IN RESPONSE TO THIS RFI Responders to this RFI are asked to provide comments and/or suggestions on how the Government can improve the existing overall goals initially submitted in the Contracts 2000 Strategy. Please limit your responses to five (5) single-sided typed pages or less. Information should be as succinct as possible. DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP). In accordance with Federal Acquisition Regulation (FAR) 15.209(c), response to the RFI are not offers and will not be accepted by the Government to form a binding contract. The EPA will not award a contract based on this RFI. Responses will be treated as information "ONLY". Responses to the RFI will not be returned.
