Description
Synopsis: This is not a Notice of Solicitation. The National Institutes of Health (NIH) has recurring but irregular needs for different types of temporary residential housing throughout the year. Requirements range from very short term, 90 days or less, fully furnished and serviced dwellings to longer lengths of stay, apartment style housing, one year or more. NIH wishes to explore the local market based on the full complement of requirements to determine how to best satisfy ongoing housing needs. Delineated Area: All requirements must be within walking distance of the METRO within the towns of Rockville or Bethesda, MD, or within walking distance (20 minutes) to the NIH campus in Bethesda, MD. Specific Inquiry: NIH is interested to learn if it is possible to establish a contract(s) which will allow a firm fixed rate for a stated term, regardless of how many units are leased, their location and the duration of each. NIH is also interested to ascertain if one supplier in the market can provide all requirements within one contract, or multiple contracts by housing type. Discussion: The National Institutes of Health is comprised of 27 institutes and centers which have varied needs for temporary housing. Several of the institutes have summer training programs for 15-30 students per program for approximately 6 weeks in the early summer. Other institutes have an occasional requirement to house one or two people for a longer term while they complete a specific assignment. There are also programs where a student may work and study on the NIH campus part of the year and then relocate to another city or country for the remainder. These needs are for the most part known ahead of time, although there may be an occasional immediate need. NIH has a continuing requirement for approximately 25 long term (1+ year) efficiency, one bedroom and two bedroom unfurnished temporary housing units with offstreet parking available. Requirement: NIH routinely requires: 1. 7-15 units for 45 Day Minimum residential efficiency, 1 bdrm and 2 bdrm furnished, Including furnishings, utilities. At times, regular use of a conference room is required, as well as offstreet parking. 2. 15-25 units for Apartment style, unfurnished efficiency, 1 bdrm and 2 bdrm units which include utilities but are unfurnished with offstreet parking. LETTERS EXPRESSING INTEREST will be accepted all or a portion of the requirements stated #1 and #2 above.
