- Pre-Qualification Questionnaire Scope of Work This scope of work is for removal of 30 miles of railroad tracks from the Department of Energy's Hanford site. The 30-miles of rails are located in seven different locations of the Hanford site. Some of the rails may be accessible by the existing Hanford railroad system but most or all locations do not have current rail access. This will be Materials for Service Subcontract as such the successful offeror may keep the salvaged rails as payment (full or partial) for performance of this subcontract. This work scope includes performance of operations necessary to remove, load, and transport off site rails. Additional work includes the excavation and segregation of ties and other removed materials for future loading and transport by others. This work includes on-site access control and housekeeping. Removal includes removing steel plates, switches, spikes, ties, and other surface attachments necessary to the operation of the railroad. A brief description of the rail locations is found in Table 1. Ties removed will be banded and stacked in locations approved by WCH for future transport and disposal by others. Items removed other than rails (spikes, switches, plates, signs, etc.) must be neatly stacked at locations approved by WCH for future loading and disposal by others. REUSE OF RAILS: On January 12, 2000 the Secretary of Energy issued a moratorium on the Department's release of volumetrically-contaminated metals pending a decision by the Nuclear Regulatory Commission (NRC) whether to establish national standards. Additional guidance is provided in July 2000, FACT SHEET " Frequently Asked Questions on the Suspension on Release for Recycling of Metal from Radiation Areas ", Office of Environmental Policy and Guidance Air, Water and Radiation Division, EH-412. Rails will be radiologically surveyed and released by WCH in accordance with 10CFR 835 requirements. Salvaged rails may not be sold, traded, or bartered for scrap or to be smelted. Salvaged rails may be sold for future reuse as rails or sold for use in its current physical form. Subcontractor must certify that all salvaged rails will ultimately be used as rails or in its original physical form. OTHER INFORMATION: Potential bidders will be required to complete a Pre-Qualification Questionnaire, available on this web site, and be pre-qualified by WCH. A job site walk-down will be required for potential bidders. Participants must be able to meet applicable DOE requirements for site access. Following award, mobilization, submittals, and readiness assessment, field work is anticipated to span between Fiscal Year 2010 and Fiscal Year 2011.
