Description
REQUEST FOR INFORMATION (RFI): THIS IS NOT A SOLICITATION. No award will be made as a result of this request. This request for information is for informational purposes only; this is not a Request for Proposal (RFP). All interested parties are encouraged to respond to this RFI. The Government will not pay for information and materials received in response to this RFI and is in no way obligated by the information received. 1. SCOPE The purpose of this RFI is to obtain potential solutions to identify an integrated mobile Tactical Action Center (TAC) capability that is air mobile. 2. REQUIREMENTS The U.S. Army Rapid Equipping Force (REF) has a need for a small, tactically mobile, wheeled vehicle to perform command and control (C2), both as a TAC for a Task Force and Pathfinder Company. The vehicle requirement includes the ability to move up to 30 MPH, ruggedized, day/night operations, with one (1) Trooper. The vehicle will be used primarily on flat but uneven terrain and capable of traversing some slopes. The vehicle should be diesel operated and burns JP-8 fuel for consistency on the battlefield. The vehicle must be capable of providing consistent and immediate line of sight and satellite communications, upon placing it into operation. The vehicle will be used for relatively short periods of time, primarily to C2 operations lasting less than eight (8) hours at a time. The vehicle would not need to travel long distances, but operators should be able to secure it to the floor of a cargo helicopter where it would roll off at a forward arming and refueling point (FARP) or secure objective to provide communications. System Characteristics: At a minimum the TAC system should provide the following capabilities: a.Maximum Dimensions: "Height: 55 "Width: 55 "Length: 85 "Weight: 850 lbs b.Type of Vehicle: Quad-runner All Terrain Vehicle (ATV) c.Mountings: "Radios and antennas must be removable for easy maintenance "Weapons case or mount "Cargo rack on the back of vehicle d.Color: Must be a tactical color either Sand, Army Combat Uniform (ACU), Gray, or Black pattern. e.Power Supply: "Fuel-run vehicle using JP-8 (O); MOGAS (T) "Battery-powered (primary and backup) communications stack f.Required Communications: "Four (4) Multiband, amplified radios (i.e., MBITR) "One (1) Amplified SATCOM (i.e., ARC-210 or ARC 231) "One (1) OSRV-T "One (1) Blue Force Tracker NOTE: **All communication equipment must be capable of operating on the move or stationary. **Vehicle capable of plugging in Peltor headsets with up to three (3) selectable aircraft type Intercom Systems to allow the operator to listen to multiple radios through the headset while selecting one (1) for transmission with a simple movement of a lever. g.Radios Performance Characteristics: "Range: LOS, 30 km "Encryption capabilities: SECURE across the spectrum FM CT, FH CT, UHF CT, HQ II CT, VHF CT, SATCOM secure h.Environmental Performance: "Communications equipment waterproof (O); water resistant (T) "Ruggedized for uneven terrain "Temperature ranges: Capable of performing in temperatures 10F to 125F "Wind ranges: Capable of operating in up to 50 knots winds "Overall vehicle and radios must be ruggedized against exposure to wind and dust 3. DELIVERABLES Specific information on industry capability to produce a system that can meet the requirements identified in paragraph 2 above, or otherwise solves the problem as stated above. Experience and information obtained from this request for information will be provided to the REFs Product Manager who will evaluate the information and feasibility of issuing a procurement action to resolve the stated problem. This is NOT a Request for Proposal. Companies who desire to participate in this market survey are encouraged to submit a white paper which supports the companys claim that it presently has the technology, qualifications, and capabilities to satisfy all of the performance and technical objectives described above. The white paper should discuss the companys ability to develop and or provide existing technologies that would provide the means for a mobile TAC capability that is air mobile. The white paper should include a rough order of magnitude (ROM) price and its anticipated delivery schedule, after the receipt of an order, for the solution offered. The white paper should be prepared in MS Word, limited to ten (10) pages, and submitted electronically to the Sabrinna Faulkner via e-mail at sabrinna.faulkner@us.army.mil. The government is not responsible for any costs associated with preparing responses to this market research. All requests for further information must be made in writing or via email; telephone requests for additional information will not be honored. The Government will review RFI submissions as they are received. Responses to this RFI will strictly adhere to the Response Date listed; no responses will be received after 22 March 2010.
