- This is a combined synopsis/solicitation for commercial services for requirement for conference space for the DoDEA Leadership Academy (June 21-25, 2010) and 2010 Administrators' Conference (June 27-July 2, 2010) and is issued as a request for quote (RFQ). This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-16 & Class Deviation 2005-o0001 and DCN 20070327. The submission due date and time is Friday, 26 February 09, 2:00 PM (EST). The Department of Defense Education Activity (DoDEA) is a federal government agency, an education activity, tax exempt, and qualifies for academic/educational pricing. PSC Code: X112, Lease-rental of conference space and facilities. NAICS Code: 721110, Hotels (except casino hotels). Size Standard: $7.0M. LOCATION: Proposed site shall be no more than 40 miles from Los Angeles International Airport (LAX). Note: DoDEA will only consider quotes from entities which are established and operational business concerns and/or Government institutions which directly control hotel facilities and services. This synopsis/solicitation is prepared in accordance with the format in FAR 12.602, as supplemented with additional information included in this notice. No separate paper or electronic solicitation will be issued. The combined solicitation/synopsis, request for quotes number is HE1254-10-T-0016. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. The solicitation is issued on a full and open competition basis. DoDEA will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Capability (quality of services and facilities) and (2) Price. Per FAR 12.602, the Government is not describing the relative importance of the evaluation factors. The Government will make the award decision for this requirement using evaluation processes described in FAR Parts 12, 13 and 15. The Contracting Officer will use a trade-off process to determine which offer represents the best value to the Government. This process allows the Contracting Officer to consider making award to other than the lowest priced offeror or other than the highest technically rated offeror. No information concerning this solicitation or requests for clarification will be provided in response to telephone calls. All inquiries will be answered and provided to potential offerors via email at Summerlin.Walker@hq.dodea.edu and amendment to the solicitation. No inquiries will be considered if received more than ten (10) calendar days after the release of this notice. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at http://www.fbo.gov. Amendments may be posted to FedBizOpps until the response due date. The period of performance for the intended contract is June 21, 2010 through July 2, 210. FAR 52.212-1, Instructions to Offerors-Commerical, applies to this acquisition. The government intends to obtain pricing for the items listed below: 0001 Guestrooms Each Guestrooms with bath or shower. Amenities normally provided in rooms and charged to the occupant on a usage basis (e.g. telephone, mini-bar, movies, parking) are not part of this contract and shall not be charged to the Government. The vendor shall make arrangements with each participant to collect these fees directly from the participant. The room shall be equipped with a podium (dais) and a speaker's lectern, a public address system, one lapel microphone, three (3) handheld microphones a sound system for projecting music from a computer, Post-It flip chart, display boards for posting conference materials, one (1) LCD projector, and one (1) projection screen appropriate to the size of the room, taking into account effective ceiling height with ample space for projection. The room shall have enough wireless broadband (512 kbps minimum) strength to support simultaneous usage and power outlets to support ten (10) laptop PCs. Additionally two (2) tables shall be set-up at the front of the room for materials and equipment. Six (6) flip charts with assorted colored markers. Dates: 20-26 June 2010 0005 Main Conference Room#2 6 Days The room shall be arranged so that 500 members of the audience will be seated comfortably in crescent-rounds of 8 participants facing the speaker with an unobstructed view of the speaker using the industry standard of 3†TM from chair back to chair back (13.5 square feet per person). The room shall be equipped with a podium (dais) with piping and draping (2) to obscure the background walls; a speaker's lectern, a public address system, two (2) wireless lavaliere microphones, a sound system for projecting music from a computer, and an appropriate sound mixer and equalizers. The vendor shall provide appropriate intelligent lighting to include Lekos and PARs; an American flag, a Post-It flip chart with assorted colored markers, display boards for posting conference materials, three (3) additional handheld microphones with stands, placed in the audience to field questions from the audience, and three projection screens. Four (4) tables shall be placed in the room for materials and equipment; The room will have three (3) LCD projectors, and three (3) projection screens appropriate to the size of the room, taking into account effective ceiling height with ample space for projection. The room will have enough wireless broadband (512 kbps minimum) strength to support simultaneous usage and power outlets to support ten (10) laptop PCs. Additionally four (4) tables shall be set-up in the room for materials and equipment. Dates: 27 June - 2 July 2010 0006 Administrative Room#1 14 Days The room shall be equipped with 13 6†TM x 32†tables and two chairs at each table. The room shall have enough wireless broadband (512 kbps minimum) strength to support simultaneous usage and enough power outlets to support 25 laptop PCs, two printers and one facsimile machine. Dates: 19 June - 2 July 2010 0007 Administrative Room#2 13 Days The room shall be equipped with 13 6†TM x 32†tables and two chairs at each table. The room will have enough wireless broadband (512 kbps minimum) strength to support simultaneous usage and enough power outlets to support 27 electronic devices. Dates: 20 June - 2 July 2010 0008 Administrative Room#3 13 Days The room shall be suitable to conduct interviews. The room shall have electrical access for eight (8) electrical devices. The room will have internet access and will have enough wireless broadband (512 kbps minimum) strength to support simultaneous usage and enough power outlets to support 6 laptop PCs. The rooms will have six tables and six chairs. The room will have four lounge chairs to conduct interviews. Dates: 20 June - 2 July 2010 0009 Registration Area 13 Days Provide a registration area or room equipped with three (3) skirted tables, or a built in registration center. The room shall be equipped with six (6) chairs, wireless internet connectivity, electrical access for eight (8) electronic devices, two (2) copy and one (1) facsimile (fax) machine. Dates: 20 June - 2 July 2010 0010 Two (2) Break Out Rooms:#1-2 4 Days The break-out rooms shall be arranged in crescent-rounds to accommodate six (6) persons comfortably, using the industry standard of 3†TM from chair back to chair back (13.5 square feet per person). Each room will have enough wireless broadband (512 kbps minimum) strength to support simultaneous usage and enough power outlets to support 25 laptop PCs. Each room shall have an LCD projector, and projection screen appropriate to the size of the room, taking into account effective ceiling height with ample space for projection. All rooms shall be arranged in crescent shape to accommodate four-five persons comfortably, using the industry standard of 3†TM from chair back to chair back (13.5 square feet per person). Each room shall have an LCD projector, and projection screen appropriate to the size of the room, taking into account effective ceiling height with ample space for projection. The room must be able to accommodate 150 people comfortably. Dates: 27 June - 2 July 2010 0015 One (1) Break Out Room:#10 2 Days The break-out room shall be equipped with 2 Post-It flip charts, and display boards for posting materials. The room shall be arranged in crescent shape to accommodate four-five persons comfortably, using the industry standard of 3†TM from chair back to chair back (13.5 square feet per person). The room must be able to accommodate 30 people comfortably.
