Description
The Naval Air Warfare Center Aircraft Division intends to procure 120 KVA Land-Based Mobile Electrical Power Plant (MEPP) as a 100% Small Business Set-aside. Reference SOLICITATION NUMBER N68335-10-R-0072. The following are some of the requirements for the new 120 KVA Land-Based Mobile Electrical Power Plant (MEPP). It is anticipated that the MEPP will be a Commercial-Off-The-Shelf (COTS) item with modifications in order to meet the government’s requirements. It shall be self-contained, diesel engine driven, electrical power unit on a ruggedized four wheel trailer capable of being towed over paved and gravel surfaces. The MEPP shall utilize state-of-the-art displays and instrumentation technologies for both engine operations and generator outputs. As required for any typical Navy support equipment, the MEPP shall be highly reliable, maintainable, and supportable. As a land-based unit, it shall be capable of meeting shock, vibration, environmental, EMI and mobility criteria. The MEPP shall generate electric power outputs as follows: 115 VAC, 400 HZ, 28 VDC and 270 VDC output. The diesel powered generator unit shall adhere to the requirements of MIL-STD-704F (at a minimum) for aircraft power characteristics and EPA Emission Standards (Tier 3). The unit shall be equipped with internally stored output power cables. The output cables shall connect to all existing Navy and Marine Corp aircraft. The new MEPP shall adhere to national standards as documented in SAE AS8090, utilize state-of-the-art technology, and be transportable in military aircraft(C-5, C-17, C-130, and H-53). Human factors engineering shall be utilized to the greatest extend possible to make the new MEPP a user friendly piece of Support Equipment. The Contractor will clearly define in their proposals the ability to provide and meet all NAVAIR Logistics requirements (Supply Support, Technical Manual, and Maintenance Plan, to include Supportability Analysis Plan, Training and Warranty). The Government anticipates the award of a Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a minimum quantity of 5 Pilot Production Units (PPUs) to be purchased with the first Delivery Order. After successful completion of contractor pilot production testing and government suitability and supportability evaluation, the government plans to issue delivery orders for the production units over four production years for up to 400 production MEPP units. In order to determine the best value, the Government will consider strengths, weaknesses and risks associated with the proposal using the best value method of evaluation. The contract will be awarded to the responsible offeror whose proposal is determined to offer the best value to the Government. Proposals received will be evaluated under the factors of Technical, Past Performance, and Price. Contractors must be CCR registered. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil Select “Doing Business With Us” and then “Open Solicitations.” Look for amendments on the web page. Hard copies of the solicitation and amendments will NOT be mailed to the contractors. The solicitation will be posted on the web, on approximately 26 February 2010. The Government will not accept electronic proposals. Please contact Gianna Gatto, Contracts POC, at Facsimile (732) 323-2359, Phone (732) 323-1270, or E-mail gianna.gatto@navy.mil for any questions regarding this announcement.
