Description
Department of Veteran Affairs Medical Center Acquisition Service Area Office East 8 7305 N Military Trail West Palm Beach Fl 33410-6400 February 16, 2009 This announcement is for a sole source procurement under (FAR 6.302-1), Other than Full and Open Competition. The associated NAICS code for this procurement is 624190. The West Palm Beach Department of Veteran Affairs Medical Center (VAMC) intends to award a sole source procurement to an interim contract for one month with a one month extension with Faith Hope Love & Charity to provide safe, alcohol and drug free, monitored, and structured housing for eligible homeless veterans. Faith Hope Love & Charity currently has a contract which will expire 02/28/2010. Currently 15 homeless veterans reside there. The interim contract is needed to prevent a break in service, while the solicitation for a new contract is, negotiated, reviewed, approved and awarded. AUTHORITY CITED: FAR 6.302-2 Unusual and compelling urgency. REASON FOR AUTHORITY: In accordance with FAR 6.302-2 Unusual and Compelling urgency the agency's need for the services is of such an unusual and compelling need the Government would be seriously injured if requirement is not met. Faith Hope Love & Charity currently provides homeless shelter for eligible veterans; the current contract will expire on 02/28/2010. In accordance with FAR 6.302-2 an interim contract will be established to provide uninterrupted patient care to 15 homeless veterans, providing safe, alcohol and drug free, monitored, and structured.This contract extension is solely to cover services until the five year contract is completed. EFFORTS TO OBTAIN COMPETITION: This Notice of Intent is not a request for competitive quotes; however, any firm that believes it can meet the needs of this procurement may give written notification to the Contract Specialist, who will evaluate all responses received. All responsible sources may submit a response to the upcoming 5 year solicitation, which will be posted on GPE within one month. BARRIERS TO COMPETITION: Proposed contract actions will continue to be posted to the government point of entry (GPE). This procurement will not impact future competition for new contracts for similar or like services. I certify that this justification is complete and accurate to the best of my knowledge and belief.
