Description
This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Proposals (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to conduct market research and to invite potential sources to submit detailed capability statements for the work described in this synopsis announcement. The National Institute of Standards and Technology’s (NIST) Administrative Services Division (ASD) is responsible for the shipping, receiving, and mail room functions. NIST Processes over 100,000 packages each year. NIST ASD requires a new mail system that has the ability to provide tracking, record keeping, customs documents. and evaluate costs and billing. The contractor shall have the capability to provide and install a new shipping and receiving system, maintenance, training, and end user support to NIST ASD. Generally, the Contractor shall: 1.Provide Off site hosting of the system database. 2.Perform all maintenance, repair and replacement per a yearly maintenance contract on hardware and software. 3.Provide peripheral equipment to make the system operate in a world class model. 4.Provide system training on best practice uses. 5.Provide business system testing and development for the new system with the old NIST business process. 6.Provide local and offsite service desk expertise to minimize down town of the system. The system shall have the functionality to: 1.Utilize wireless technology 2.Record receipt and redelivery of packages. 3.Easily retrieve information from records in the system. 4.Provide use of portable tracking devices w/laser scanning technology. 5.Capture signature receipts with electronic end user look-up to match to signature. 6.Report and query capability to track the status of the package 7.Alert/email messages to mailing lists. 8.Carrier bar code recognition. 9.Track damaged goods received as well as purchase order, return material authorization (RMA) and cash on deliveries (COD). 10.Generate NIST internal bar code and delivery labels. 11.Store important notes, signatures, and photos. 12.Produce an electronic delivery manifest on the portable tracking device. 13.Accept interfaces from internal NIST systems. 14.Track special requirements for the package, e.g., need refrigeration, do not tilt, radioactive, deliver to Mail Room, visual damage. 15.Process all carriers online in one system to eliminate the need to house multiple carrier systems, e.g., FedEx, UPS, DHL for overseas. 16.Produce the following international forms: Commercial Invoice, Certificate of Origin, NAFTA, and SED Shippers Export Declaration. 17.Support all Hazmat related reports. 18.Track the package status from PC and print delivery signature proof. 19.Produce shipping forms, e.g., Government Bill of Laden (GBL), Commercial Bill of Laden (CBL), Shippers Letter of Instructions, Shippers Declaration of Dangerous Goods, NAFTA Customs Declaration form for overseas shipments, Commercial invoices for international shipments Sources that have recent and relevant experience as a prime contractor in providing systems and associated services in the aforementioned areas are encouraged to respond to this notice with a detailed capability statement of a maximum of ten (10) pages. The written response must include the following: 1.Your company name, address, phone number, and phone number and email address(es) for point(s) of contact. 2.Detailed description of shipping/receiving systems and support services provided by your company as a prime Contractor within the past 5 years. These systems and services could be for any organization, but should only address customers with similar requirements and functionality needs. Include contract/order number, period of performance, and total dollar amount of the contract/order and customer point(s) of contact (name, phone number, email address).
