Description

This posting is a notice of intent to negotiate a sole-source contract with Endangered Species Solutions (ESS) to work with NOAA National Marine Fisheries Services (NMFS), Alaska Region to address management and policy aspects of the Biological Opinion on the effects of the groundfish fisheries on Steller sea lions under section 7 of the Endangered Species Act (ESA). ESS will provide analyses supplementing the existing document. Due to the fact that this subject interaction occurs only in Alaska (Steller sea lion and groundfish interaction under section 7 of the ESA), Endangered Species Solutions has been identified by the program office as the only vendor who can successfully complete the work because of their biologist with specific expertise on Steller sea lion management. This expertise includes being current on the long and complex history of the subject matter and knowledge of NMFS's previous biological opinions on this subject. Endangered Species Solutions holds a specialized and unique skill set based on previous management experience within the agency and marine biology expertise specific to Steller sea lion management in federal decision-making processes related to fisheries management. ESS is well versed in the court decisions resulting from previous biological opinions on this subject as well as other relevant case law that must be integrated into the management analysis on the current biological opinion. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the same level of services that fully meets the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. This is a simplified acquisition with an estimated value of less than $100,000. The NMFS Alaska Regional acquisition division requires that all contractors doing business with this acquisition division be registered with the Central Contractor Registration (CCR) as of October 1, 2003. After this date, no award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register in CCR and to be eligible to receive an award from this acquisition division, all offerors must have a Dun & Bradstreet number (DUNS).
