- RECOVERY - This procurement will be firm-fixed price and is funded in whole by the American Recovery and Reinvestment Act [ARRA] of 2009 and is subject to the reporting requirements of the Act. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6,in conjunction with FAR Part 13.5 as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ-10004. The acquisition documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-38 dated 12/10/2009. This acquisition will be processed under FAR Part 12 - Acquisition of Commercial Items and is a Total Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code for this procurement is 541940 and the size standard is $7.0M. The National Institute of Allergy and Infectious Diseases, Rocky Mountain Laboratories, is seeking a Hubzone, 8A, Service Disabled Veteran or Small Business to provide one (1) mobile digital radiography unit. SCHEDULE: The Rocky Mountain Laboratories [RML] has been tasked with conducting research on the Novel Influenza A Virus (H1N1) of swine origin. The laboratory currently has several Tru-DR a'Capella mobile digital x-ray systems on site which were procured from Sound Technologies in Carlsbad, CA. These systems utilize VetPACS software for imaging. This additional piece of x-ray equipment is necessary to meet the increased workload of this new research project and must meet the following specifications: The system must be fully compatible with the existing systems and software so data can be shared and reviewed on any one of the units.The equipment shall be designed as an integrated x-ray generator/capture station/review station in a mobile configuration and shall communicate with the existing radiographic equipment. Each unit must have the capabilities to take and compare images at the same location independent of which unit or location that the images were captured. The equipment shall be mobile with an adjustable height for both the x-ray detector and generator. This unit will be used for a variety of veterinary species in multiple locations so fixed height systems would severely limit the flexibility of the equipment. The equipment shall utilize integrated image capture and fully featured review with exam compare functionality. The system shall have the ability to review previous x-ray studies and simultaneously display previous images for side by side comparison at the location of image capture. The equipment shall utilize a DICOM Conformance for Storage; DICOM Send, Query and Retrieve; and Modality Work list. The system shall use image review software that must communicate with the current image storage workstations at RML. The equipment shall be equipped with Veterinary DICOM private tags supported on software that must be compatible with existing systems and shall allow appropriate labeling and documentation for a variety of animal species and breeds. FOB Point shall be Destination, Hamilton, MT. Delivery shall be 30 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. Award will be based on: 1) The capability of the item offered to meet the above stated salient characteristics; 2) Warranty; and 3) Price and the best value to the Government. Warranty information to include period and coverage, shall be stated. The following FAR provisions and clauses apply to this acquisition FAR 52.212-1 Instructions to Offerors-Commercial; FAR 52-212-4 Contract Terms and Conditions-Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items [along with its Alternate II] and specifically includes 52.203-15 Whistleblower Protections under ARRA and 52.204-11 ARRA Reporting Requirements apply to this acquisition. In order to be considered for an award, offeror must agree to the ARRA Reporting Requirements and have completed the Online Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
