- *****SEND ALL INFORMATION INCLUDING QUOTES AND TECHNICAL QUESTIONS IN WRITING TOTIM CARSON AT tim.carson@nasa.gov, FAX: 256-544-5028*******NASA/MSFC has a requirement for Arcjet Models, with various materials and quantities.NASA/MSFC intends to purchase the items from Lockheed Martin Space Systems Company(LMSSC) because the services to be performed are part of a follow-on effort from workpreviously performed as part of the In-Space Propulsion Technologies (ISPT) Program underthe Aerocapture Technology Project. Through an NRA, LMSSC was competitively selected andfunded to perform the testing and development of warm structure and hot structure systemsfor aeroshells to perform aerocapture at Titan. The material samples, SLA-561 V andCarbon-Carbon hot structure with Calcarb insulation, are proprietary to LMSSC. No othervendor is capable of providing the unique expertise for preparation of these samples.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 24, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
