Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries located in Seattle, WA on sole source basis with Biomark, Inc. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The Contractor shall provide all necessary labor, material, tools, equipment, and supervision to operate, maintain, and repair as necessary a PIT tag monitoring system in the John Day River in accordance with established commercial industry practices and consistent with this statement of work. The Contractor shall perform the following tasks: 1. Operate and maintain the PIT-tag monitoring system located near McDonald Ferry on the John Day River. a. The contractor shall maintain the PIT tag system for the John Day River from January 2010 through September 2010. For the purposes of operation and maintenance (O&M), the PIT tag monitoring system includes but is not limited to such components as the antennas, antenna cables, transceivers, data-collection platform, hardware box, and the communication platform. b. The contractor shall visit the monitoring system site once each month. c. The contractor shall ensure that data files are being uploaded to the PTOC database correctly and accurately. d. The contractor shall replace defective major components (cable, antenna, or transceiver) with Government furnished major components. The contractor shall return defective components to the NMFS F.O.B. destination once the parts have been swapped out. e. The contractor shall repair or furnish and replace all other system components necessary to keep the system operational. f. The contractor shall relocate PIT Tag Monitoring System equipment to prevent damage by high water or ice conditions. g. If water depth allows, record read-range measurements with an SST tag (if time, measure range with an ST tag on a few antennas) on all of the antennas before any retuning is done. If retuning is done, recheck the read ranges. h. Download the buffer to the computer desktop with hyperterminal (use the word buffer and the date in the file name) and erase buffer. i. The contractor shall submit with monthly invoices a narrative of any repair activities, trouble, or other notes of interest encountered during the billing period. The Pit Tag Detection System is specialized equipment that requires a contractor performing installation and repairs to maintain a Digital Angel Corporation certification for receiver (FS1001 series) installation and possess experience operating and maintaining Pit-tag systems for stream applications. Biomark Inc. is the only known company that has the experience needed for fulfilling these tasks in the timely manner. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days of publication of this synopsis will be considered by the government. This is a simplified acquisition estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
